The Regulatory Commission reviewed today the draft decision “On the type and technical characteristics of the systems and devices of electronic identification of voters, that are procured and used in elections in the Republic of Albania.”

The draft decision was reported by the State Election Commissioner, Mr. Ilirjan Celibashi and the Deputy Commissioner, Mrs. Lealba Pelinku.

The Regulatory Commission unanimously decided that in April 25, 2021 parliamentary elections, the process of voter identification in all polling stations (VCs), in the territory of the country, will be carried out with the aid of electronic devices. The Electronic Voter Identification System (SEIV) will be implemented for voter identification and Electronic Identification Devices (PEI) located in each polling station, which will ensure the correct identification of voters, based on the electronic register of voters stored in the device.

 SEIV should provide all the necessary “software” modules and “hardware” equipment that will enable the management of the voter list and voters’ data, the management of electronic identification devices, and the cross-checking of identification data in all electronic identification devices at the end of voting, in order to track the voting of the same voter more than once in the same polling station,  in more than one polling station and / or on behalf of other voters.

The electronic identification process should be based on the same identification principles as if manually done and should not substantially alter, prolong or complicate the voter identification process.

In addition, the decision approved by the Regulatory Commission defines a series of technical criteria of information technology systems and devices to be used in parliamentary elections.
