The State Election Commissioner, Mr. Ilirjan Celibashi held a public meeting, pursuant to paragraph 2 article 19, and letter “n”, paragraph 1, article 19, law no. 10019, dated 2912.2008 “Electoral Code of the Republic of Albania” as amended.

The Commissioner reviewed the draft instruction “On determining the rules for the submission and verification of candidacy documentation, deadlines for publishing candidates’ lists and approval of candidacy templates, for April 25, 2021 parliamentary elections” .

The instruction approved by the State Election Commissioner consists of 12 articles structured in 4 chapters and contains provisions that describe the requirements and procedures on registration of political parties, electoral coalitions and the initiating committee. It defines the rules for the registration of political parties and the deadline for submission of documentation, verification of documentation’s compliance with the legislation in force and the Commissioner’s powers on registration or non-registration of a political party, electoral coalition or initiating committee. The instruction describes all the candidacy documents of the political parties and the candidates proposed by voters in each type of election, requirements regarding the self-declaration form, following the implementation of decriminalization law.

The Commissioner also reviewed the draft decision “On assigning of political parties that will propose the members and secretaries of the Commissions of Election Administration Zones, for April 25, 2021 parliamentary election”.

The Commissioner decided that in parliamentary elections of April 25, 2021, the Socialist Party of Albania will nominate two members in each CEAZ, the Social Democratic Party will nominate one member in each CEAZ, the Democratic Party will nominate two members in each CEAZ , The Socialist Movement for Integration Party will nominate one member to each CEAZ.

In half of the CEAZs, the seventh member will be nominated by the Socialist Party of Albania, the  largest party of the parliamentary majority, while in the other half of the CEAZs by the Democratic Party, the largest party of the parliamentary opposition, according to the result of the lot to be cast in the Central Election Commission.

The Secretary of the CEAZ will be nominated by the Socialist Party of Albania in those CEAZs where three members are nominated by this political party, while in those CEAZs where two members are nominated by Democratic Party, they will be nominated by the Democratic Party

The Socialist Party of Albania, Democratic Party, Social-Democratic Party, the Socialist Movement for Integration Party, should submit nominations for members and secretaries of the CEAZs by January 11, 2021.
