The State Election Commissioner held a public session pursuant to paragraph 2, article 19, letter “n” , paragraph 1 of the law no. 10019, dated 29.12.2008 “The Electoral Code of the Republic of Albania”, for the review and adoption of the acts in his competence.

The Commissioner adopted and reviewed the following draft decisions/instructions:  

1. The draft instruction “On procedures of accreditation and rules of election observation for Albanian and foreign non- government organizations, international organizations, representatives of foreign countries, media and electoral subjects”.
2. “On defining the criteria for selection of monitors, the procedure, appointment of monitors and scope of monitoring”.

The instruction defines the criteria for the selection, the procedures for appointment of monitors, the monitoring period, the subject/s of monitoring, the geographic coverage of the monitoring and reporting of the monitoring in an independent, impartial, non discriminatory and transparent way. This act is a new step in guaranteeing a fair election process, that aims to ensure a clear balance between the duties exercised by state and public institutions and political parties, during the election campaign and four months before the elections. 

3. Draft Decision “On allocation of annual funds in the form of financial aid to political parties for the year 2021”.

The Commissioner decided to allocate a fund of 140 million lek to political parties for the year 2021 (attached the table). 

4. Draft Decision “On registration of the legislative initiative of voters for creation of a national register of authors of sexual crimes”. 

The State Election Commissioner decided on the registration of the legislative initiative “On the creation of the National Register of Authors of Sexual Crimes”, proposed by the Advisory Line for Women and Girls and the Gender Alliance for Development Center. 

5. Draft Decision “On appointment of the Chairmen and Deputy Chairmen of CEAZs” .
