The Commission of Sanctions and Complaints announced today the decision on complaint no. 80, dated 23.05.2023, filed by the complainant electoral subject “Together we Win” Coalition, with object “Appeal to the Decision no. 531, dated 18.05.2023 “On approval of the Aggregate Table of Results for the candidates for mayor of Rrogozhinë Municipality and Approval of the new Aggregate Table after the Recounting and Reevaluation of the votes in all the voting centers of the electoral zone, Rrogozhinë Municipality”.
At the end of review, CSC with a majority of votes, partially upheld the complaint and decided to amend the decision no. 531, dated 18.05.2023 “On approval of the Aggregate Table of results for the election of Rrogozhinë Mayor, in May 14, 2023 local government elections” of the State Election Commissioner, according to the Aggregate table approved by the CSC interim decision, dated 5.6.2023. In addition, CSC rejected the request to exclude the election result of voting center 2224/01 IEVP Rrogozhine from the Aggregate Table of Results for the election of Rrogozhina Mayor.
CSC continued the review of complaint no. 81, dated 23.05.2023, filed by electoral subject “Together we Win” Coalition” with object “Appeal of the decision no. 536, dated 20.05.2023 “On approval of the Aggregate Table of Results for the election of the Mayor and Municipality Council, in Kamëz Municipality electoral zone, for local government elections of May 14, 2023.

Comparison of voter codes with the list of voters for each VC in Kamëz Municipality, in relation to the voter identification device (PED); Recounting and Revaluation of votes in all voting centers of the electoral unit, Kamëz Municipality and approval of the Aggregate Table for the Kamëz Municipality electoral zone, including in it the result obtained from the recounting and revaluation of votes; Invalidity of the elections held in the Kamez Municipality electoral zone;Finally,after the above actions are taken, and after the institutional judgment that this is not the vote of the citizens, we request from you: elections re-run for the Mayor of Kamez and Kamez Municipality Council”; and complaint no. 86, dated 25.05.2023, filed by the Legality Movement Party with the object “Request for the declaration of invalidity of the elections in VC no. 1575, VC no. 1597 etc., Kamez Municipality; Appeal of the CEC/CEAZ decision no. 356, dated 20.05.2023 “On approval of the Aggregate Table of Results for the Election of Kamez Municipality Council”.
CSC decided to dismiss the request for hiring foreign experts, to carry out the expertise of electronic voting and counting equipment (PEVN); In the meantime, the decision will be announced on Wednesday, June 7, 2023, at 10:45.
In addition, the Complaints and Sanctions Commission also reviewed the complaint no. 76, dated 22.05.2023, filed by “Together We Win” coalition, with the object “Appeal to decision no. 533, dated 18.05.2023 “On approval of the Aggregate Table of Results for the election of the mayor of Belsh, for local government elections of May 14, 2023″. Recounting and revaluation of votes in all voting centers of the electoral unit, Belsh Municipality and approval of the Aggregate table for Belsh Municipality electoral area, including in it the result obtained from the recount and revaluation of ballots. Invalidity of elections held in VC no. 2565/01 IEPP Kosova Prison, in the electoral zone of Belsh Municipality. Changing the aggregate table of the result for the candidates for mayor of Belsh, excluding the result of the voting center no. 2565/01 IEPP Kosova Prison. – The announcement of Mr. Bedri Qypi”as the winning candidate for the elections for Mayor of Belsh Municipality”.
Based on the verification of ballots for 40 VCs of Belsh Municipality, it resulted that: out of a total of 9079 valid ballots,- 186 invalid ballots; the candidate proposed by the “Socialist Party of Albania”, Mr. Arif Tafani won 4564 votes and the candidate proposed by “Together we Win” coalition, Mr. Bedri Qypi won 4515 votes. The CSC, with an interim decision, decided to approve the Aggregate Table of Results (TPR) for the mayor of Belsh, according to the adjudication held at the CEC in the review session of CSC.
At the end of the review, with a majority of votes, the CSC partially upheld request and decided to change the decision no. 533, dated 18.05.2023 of the State Elections Commissioner “On approval of the Aggregate Table of Results for the election of Belsh Mayor, for local government elections of 14 May 2023”, and rejected the complainant’s request for exclusion from TPR of the election result of Voting Center no. 2565/01, IEPP Kosova Prison.
