The Regulatory Commission reviewed today the draft decision “On the type and technical characteristics to be met by the electronic voting and counting systems and devices that are procured and used in elections in the Republic of Albania”.
The draft decision was reported by the State Election Commissioner, Mr. Ilirjan Celibashi and the Deputy Commissioner, Mrs. Lealba Pelinku.
The Regulatory Commission unanimously decided that in the parliamentary elections of April 25, 2021, the voting and counting process, where pilot projects will be implemented, which should include not less than 10 percent and not more than 20 percent of voters, will be conducted through the electronic system and / or devices, according to the specifications approved in this decision.
The Electronic Voting and Results Management System (SEMVR) will be implemented for electronic voting and counting and Electronic Voting and Counting Devices (PEVN) will be used.
The system, through PENVs, will perform electronic voting as well as accurate and fast calculation of the result at a Voting Center level, after the end of the voting, respectively in each VC.
The electronic voting and counting process should be based on / rely on the same voting and counting principles as if done manually and ensure clarity and ease of use for the voter.
The Electronic Voting and Results Management System must operate in dedicated and inaccessible device and network and be located in the CEC premises. It should also enable the complete configuration of Electronic Voting and Counting Devices (PEVN), as well as the secure centralization of data from all PEVNs.
The process of identification and the process of voting and electronic counting are completely separate from each ther in order to prevent linking the vote with the voter.
The decision adopted by the Regulatory Commission also defines a series of technical characteristics of electronic voting and counting systems and equipment that will be used in the parliamentary elections.
