CSC
The Complaints and Sanctions Commission (CSC) is the competent body for reviewing administrative complaints and imposing sanctions for violations of the electoral law.CSC reviews and resolves administratively the complaints against the acts of the Commissioner and the CEAZs. Upon the Commissioner’s request, it imposes disciplinary measures against election officials or administrative sanctions against persons / electoral entities who commit administrative wrongdoings/ infraction related to elections.
The Albania Parliament with decision no. 59/2020, elected the following members of CSC:

Mr. Elvin Lako was appointed member of Complaints and Sanctions Commission in the Central Elections Commission on October 5, 2020. He has a long experience in leading positions at the public administration.
In 2013, he was appointed as General Director of the General Directorate of Industrial Property, where he served for 5 years.
From 2005 to 2013 he held the position of inspector at the Department of Internal Administrative Control and Anti-Corruption in the Council of Ministers. From Year 2001 to Year 2002 he served as a lawyer in the Council of Ministers, the Ministry of Culture, Youth and Sports, and as advisor to the Minister of Defense.
Shortly following his graduation in 1999 from the Faculty of Law, University of Tirana, was appointed Assistant Lawyer in the administration of the Council of Ministers.
During his professional career Mr. Lako, had numerous and various engagements in the area of Industrial Property as a consultant and member of the administrative board.
Elvis Çefa joins the Complaints and Sanctions Commission at the Central Election Commission after a long career in law enforcement and public administration.
He graduated in Law in 1996 from the Faculty of Law of the University of Tirana. In 2011 he received a Master’s Degree the Second Level” specialized in public domain, in comparative European and constitutional law.
After graduating in 1996, he began his professional career in public administration where he initially served as inspector and Director of Tirana Regional Directorate at the High State Audit. Starting from 2000, Mr. Çefa served 4 years as an inspector in the Directorate of Financial Control at the Prefecture of Tirana, and later has provided legal consultancy services in various positions in the Ministry of Health, High State Audit and the Council of Ministers.
In 2009 he was appointed as Head of Property Restitution and Compensation Agency. In April 2012, Mr. Çefa was voted by the Albanian Parliament as a member of the High Council of Justice, where he also held the position of deputy chairman.
From 2016 he started his freelancing activity in the field of law, as legal consultant and representative, which was temporarily suspended during 2017 as he held the position of advisor in the Cabinet of the Deputy Prime Minister.
Elvis Çefa was born on September 28, 1973 in Tirana. He is married and has two children.
Appointed as member of the Complaints and Sanctions Commission with decision no. 59/2020 of the Albanian Parliament, Mr. Ilirjan Rusmali joins CSC following an extensive professional and political experience, which started in 1987 with his graduation as a lawyer from the Faculty of Law at the University of Tirana.
After serving as a lecturer in constitutional law at the same faculty, Ilirjan Rusmali served in the higher state administration (Prime Minister, Presidency and Assembly) as a legal advisor during 1995-1997 period, before joining the private sector and as a civil society activist during 1998-2001 period.
He returned to the private sector activity in 2013 and currently works as an independent constitutional expert. In this context, he has participated as a drafting expert in the parliamentary committees of electoral reform and has contributed in the drafting of the current legal framework on elections.
Mr. Ilirjan Rusmali had a long political experience during the years 2001-2013, as Democratic Party senior official. He was elected for two terms as member of Tirana Municipality Council ( 2000, 2003) and served two terms as an MP of the Republic of Albania (2005, 2009).
During his parliamentary activity, Ilirjan Rusmali has held the position of Chairman of the Committee of Legal, Human Rights Affairs and Public Administration, that of the member of the Legislation Council and the Committee on Mandates and Immunities and has co-chaired the Ad Hoc Committee on Electoral Reform.
He also held the post of the chairman of the parliamentary delegation of Albania in the Parliamentary Assembly of the Council of Europe.
During 2005- 2008 period, Mr. Ilirjan Rusmali was appointed as Deputy Prime Minister and consequently Minister of Justice of the Republic of Albania.
His professional and political career at higher levels is followed by an intense activity in the public and media. He has earned his reputation for his professionalism, legal accuracy and honesty.
Ilirjan Rusmali is fluent in English, German and Italian.
Appointed as a member of the Complaints and Sanctions Commission with the decision no. 59/2020, Mr. Koli Bele joins CSC following an extensive professional experience since his graduation as a lawyer from the Faculty of Law at the University of Tirana in 1997.
Mr. Bele has a rich professional carrier in various institutions of public administration such as: Lawyer in the High State Audit (1998-2002), Legal Adviser to the General Prosecutor (2002-2005), Prosecutor at the Prosecutor’s Office of Tirana District (2005-2009), Secretary-General of the Ministry of Energy and Industry, and the Ministry of Education (2013/17 – 2019), and Adviser and Lawyer at the Tirana Bar Association.
Mr. Bele has completed postgraduate studies in: LLM, Master in International Criminal Law at the University of Sussex, Brighton, UK (Chevening Scholarship Program) and MPA, Master in Public Administration from the Faculty of Economics, in partnership with Nebraska Lincoln USA.
Since 2000, he serves as external lecturer at the Faculty of Law at the University of Tirana and other faculties in Albania. He maintained a constant engagement in public life, civil society, and has been actively involved in projects, publications, references, etc., related to the field of law.
Mr. Ledio Braho is a lawyer and Founding Partner / Manager of “B&K Legal & Tax Consulting” ltd company since November 2014. Its main activity is practice of civil and administrative law. Previously he served as Legal Adviser to the President of the Republic of Albania, as part of the Lead Albania Program.
Mr. Braho holds a master’s degree (LL.M.) in the field of international human rights and humanitarian law from Europa-Universität Viadrina in Germany, earning a scholarship from the German Academic Exchange Service (DAAD). Earlier, Mr. Braho graduated as a lawyer from the Faculty of Law at the University of Tirana. While being a student he was elected students’ representative on the Academic Council of the Faculty of Law.
With the decision of the Special Parliamentary Commission on the Reform of the Justice System, he was appointed as a Consultant, part of the Network of Public Consultation Professionals for the Group of Reform in the Judicial System, where he delivered his opinions.
Mr. Braho previously served at the Central Inspectorate, the Ministry of European Integration, and was a lecturer of the Private International and Public Law at the “Albanian University” in Tirana.
