1. Examination of Appeal No. 81, dated 23.05.2023, filed by the Together We Win Coalition, with the object: “Objection to Decision No. 536, dated 20.05.2023 “For the approval of the Summary Table of Results for the election of the Mayor and the Municipal Council, in the Area Electoral Kamez Municipality, for the elections for the Local Government Bodies of May 14, 2023″ – Computer expertise of any electronic device that is equipped with a server for storing electronic data. This should be carried out by independent foreign experts from state institutions or Central Election Commission. For this, it is necessary that the equipment be stored in suitable conditions in the current state with the aim of non-interference by unauthorized persons as well as well-preserved from atmospheric agents. – Comparison of the electronic result of the elections with the physical result (ballots found in the box), for each voting center. For this, a more transparent and comprehensive process is required. – The removal of external cameras and those used inside the voting centers in order to identify all unauthorized persons or part of the local administration and central at the level of specialist or leader, who have been at the polling stations all the time, the evidence of the non-signing of the declarations for the voters who were accompanied, the evidence of the voting by the PEVN Operators themselves, the evidence of the voting of the commissioners on behalf of the voters. – Comparison of voter codes with the list of voters for each VC in Kamez Municipality, in relation to the voter identification device (PED). – The renumbering and revaluation of votes in all the voting centers of the electoral unit, Kamëz Municipality and approval of the summary table for the Kamez Municipality electoral area, including the result of the renumbering and revaluation of votes; – The invalidity of the elections held in the Kamez Municipality electoral area; as well as – Finally, after the above actions have been carried out and you have created your institutional conviction that this is not the vote of the citizens, we request from you: The rerun of the elections for the Mayor of the municipality as well as for the Kamez Municipal Council”.

Examination of Appeal No. 85, dated 24.05.2023, filed by the Together We Win Coalition, with the object: “Opposition to decision no. 539, dated 20.05.2023 “On the approval of the Summary Table of Results for the election of the mayor and for the Municipal Council, in the Area Elbasan Municipality Electoral Office, for the elections for Local Government bodies on May 14, 2023″; – Computer expertise of any electronic device that is equipped with a server for storing electronic data. This should be done by foreign experts independent from state institutions or the Central Election Commission. For this, it is necessary that the equipment be stored in suitable conditions in the current state in order to avoid interference by unauthorized persons and well preserved from atmospheric agents. – Comparison of the electronic election result with the physical result (ballots found in the box) for each voting center.
