The Electoral Code has provided that Albanian and foreign non-governmental organizations, as well as international organizations, specialized or engaged in good governance and democratization, representatives of foreign countries, and the media, have the right to send observers to the elections.

The electoral subjects who participate in the elections have the right to observe the electoral process. The Electoral Code has determined that:

• Each electoral subject has the right to appoint an observer in the CEAZ, in KVC, and one for each table in the Vote Counting Center after registration of candidate(s) for the respective electoral zone or after submitting the list with all the names.
• In the case of that political parties appearing in elections as a coalition, the right to designate observers belong only to the coalition. The coalition may appoint no more than three coalition representative.

Candidates of political parties do not have the right to appoint observers.

The accreditation of observers at the election commissions is based on the personal data of each observer. Accreditation may include one or more polling stations or one or more constituencies. An Albanian non-governmental organization or such coalition, political party, or candidate proposed by voters, cannot have more than one observer present at a polling station at the same time.

Any foreign non-governmental organization, as well as international organizations, cannot have more than two foreign observers at a polling station at the same time.

Requests of Albanian observers for accreditation are submitted to the CEC no later than 15 days before the date of the elections. The CEC approves the requests no later than five days from their submission. The requests of foreign observers are submitted to the CEC no later than 72 hours before the election date.

For the accreditation of observers of electoral subjects, the CEC has the right, with special instruction, to delegate the competence of accreditation to the CEAZs.
