The State Election Commissioner in a public session reviewed the draft Decision “On approval of the report on key findings of the process of data cross checking of electronic and biometric data collected from the voters electronic identification devices for April 25, 2021 parliamentary elections”.

The post election verification of the cross checked electronic and biometric data, which were collected from electronic identification devices used in April 25, 2021 elections, was held in compliance with the Electoral Code and aims to assess the efficiency of technology applied and also to assist the CEC in its decision to use the technology in the future.

The Commissioner decided to approve the report and to file penal charges for violations found to be committed by 20 citizens in 35 voting centers.

The Commissioner also reviewed the draft Decision “On approval of the reports on key findings of the process of post election verification of ballot papers, election materials and voting and electronic counting devices (PEVN) used in April 25, 2021 parliamentary elections”.

At the end of post election verification, the data were analyzed to assess the compliance of VCC with procedure requirements during the voting process, and the compliance of the actions of Counting Teams during the process of evaluation and counting of ballots.

After reviewing the findings and issues raised, the Commissioner decided to approve the report and to request from the Commission and Sanctions and Appeals to impose administrative penalties on 32 secretaries of the Voting Center Commissions (full list) and to file penal charges in the Prosecutors Office against 67 members of 18 Counting Teams (full list).

The Commissioner decided to fill the following vacancies in

1. Kurbin Municipal council, with the candidate from the multi-member list of G 99 Party, Mrs. Gjyste Gjon Kola”;
2. Mirditë Municipal council, with the candidate from the multi-member list of Albanian Future Party, Mr. Nikolin Prend Luli”;
3. Himarë Municipal council, with the candidate from the multi-member list of Socialist Party of Albania,  Mrs. Donika Vasil Kolagji”;
4. Tiranë Municipal council, with the candidate from the multi-member list of Socialist Party of Albania, Mrs. Kamela Ferdinant Banushi”;
5. Lezhë Municipal council, with the candidate from the multi-member list of National Unity Party, Mr. Valentin Paulin Frani”;
6. Lushnje Municipal council, with the candidate from the multi-member list of Socialist Party of Albania, Mr. Ermal Harilla Rrushi”;
7. Divjakë Municipal council, with the candidate from the multi-member list of Socialist Party of Albania, Mrs. Klaudja Lulzim Turtulli”.
8. Fushë Arrëz Municipal council, with the candidate from the multi-member list of Socialist Party of Albania,  Mr. Ndue Marash Doçi”;

In addition, it was concluded the review of verification result of the General Prosecutors’ Office for the self-declaring candidate Mr. Daniel Gjin Prroj, proposed by the Alliance Coalition -Emigration-Hour of Hope and the Conservatives (ABEOK), Shkoder Region, pursuant to the law now.138/2015 “On guaranteeing the integrity of the individuals who are elected, appointed or exercise public functions”. The Commissioner decided to declare as closed the administrative procedure, with no final decision, because it deemed that there is no valid scope and grounds for in depth verification.
