The Regulatory Commission approved the lottery procedure to determine the winning candidate for mayor in cases where two or more candidates receive an equal number of votes. The Secretary General of the CEC notifies the candidates with equal number of votes and the representatives of the electoral subjects about the date, place and time of the lottery. The lottery is organized by the CEC in a public session and is repeated for each election zone with two or more candidates with an equal number of votes.

The Regulatory approved some amendments and an addition to decision no. 18, dated 15.02.2022, “On the procedural rules for the process of electronic voting and counting through electronic voting and counting  (PEVN) in the voting centers of the municipality of Vora , Tirana region, for mayoral by-elections on March 6, 2022 ”. The approved addition and amendment stipulates that the delivery of PEVN equipment and accompanying boxes that enable electronic voting and counting will be done directly by the CEC to the voting centers in Vora.
