The Commission of of Complaints and Sanctions announced the decision after the request of the State Election Commissioner to impose administrative sanctions against electoral subjects Socialist Party of Albania, Democratic Party, Demo-Christian Party of Albania, Movement for National Development, Legality Movement, New Movement, Republican Party of Albania, National Democratic Front, National Union of Albanian Pensioners, Hashtag Initiative, Democratic Creed, Social Democratic Party, National Front and the candidate Fitim Lala.
The Commission of Sanctions and Complaints found that: “In order to have fair competition, the control and supervision of the compliance with the regulations of the campaign funding, should be detailed and a strict one. For this reason, it is very important that reporting, regularity, accuracy and truthfulness are guaranteed and inviolable. The breaches in reporting, hiding of income and expenses, infringement of legal frameworks on the amount income and expenses, constitute, based on the Electoral Code, serious violations”.
The Commission of Complaints and Sanctions decided:
- To partially sustain the request of the Commissioner to impose administrative sanctions against electoral subjects and candidates for violations regarding the financial reporting.
- To impose administrative sanctions at the amount of 500.000 (five hundred thousand) lekë, pursuant to 173, item 3, of the law no. 10019, dated 29.12.2008 “The Electoral Code of the Republic of Albania ” as amended, for the following electoral subjects:
– Socialist Party
– Democratic Party
– Movement for National Development
– Legality Movement
– Popular Union of Albanian Pensioners
– Hashtags Initiative
– Democratic Creed
– Social Democratic Party
– National Front
– National Democratic Front - Imposing the administrative sanction at the amount of 500.000 (five hundred thousand) lek, pursuant to article 173, item 3 and pursuant to item 4, article 90 of the law no. 10019, dated 29.12.2008 ” The Electoral Code of the Republic of Albania”, as amended, for the candidate of the electoral subject DP- Alliance for Change, Mr. Lodovik Hasani.
- Imposing the administrative sanction at the amount of 195.000 (one hundred ninety thousand) lek, based on article 173, item 5 of the law 10019, dated 29.12.2008 “The Electoral Code of the Republic of Albania” as amended, for the following electoral subjects:
– Demo-Christian Party of Albania
– Movement for National Development - Imposing the administrative sanction at the amount of 100.000 (one hundred thousand) lek, based on article 173, item 8 of the law 10019, dated 29.12.2008 “The Electoral Code of the Republic of Albania” as amended, for the electoral subject Democratic Party.
- Imposing the administrative sanction at the amount of 500.000 000 (five million ) lek, based on article 173, item 9 of the law 10019, dated 29.12.2008 “The Electoral Code of the Republic of Albania” as amended, for the electoral subject Socialist Party of Albania.
- Imposing the administrative sanction at the amount of 100.000 (one hundred thousand) lek, based on article 173, item 5 of the law 10019, dated 29.12.2008 “The Electoral Code of the Republic of Albania” as amended, for the candidate of electoral subject “New Movement”, Mr. Fitimtar Lala.
- Rejection of the Commissioner’ s request and dropping the administrative proceedings against the electoral subject Republican Party.
