SEC determines the number of candidates for deputies in multi-name lists to be submitted by electoral entities

Today, the State Election Commissioner determined the number of candidates for deputies in multi-name lists submitted by electoral entities, for the Assembly elections of May 11, 2025.

Number of candidates for deputies in multi-name lists that electoral entities must submit:
1. Berat District 7 mandates, 2 number of candidates with fixed ranking, 7 number of candidates subject to preferential voting.
2. Dibër District 5 mandates, 2 number of candidates with fixed ranking, 5 number of candidates subject to preferential voting.
3. Durrës Region 14 mandates, 5 number of candidates with fixed ranking, 14 number of candidates subject to preferential voting.
4. Elbasan Region 14 mandates, 5 number of candidates with fixed ranking, 14 number of candidates subject to preferential voting.
5. Fier Region 16 mandates, 5 number of candidates with fixed ranking, 16 number of candidates subject to preferential voting.
6. Gjirokastër Region 4 mandates, 1 number of candidates with fixed ranking, 4 number of candidates subject to preferential voting.
7. Korçë Region 10 mandates, 3 number of candidates with fixed ranking, 10 number of candidates subject to preferential voting.
8. Kukës Region 3 mandates, 1 number of candidates with fixed ranking, 3 number of candidates subject to preferential voting.
9. Lezhë Region 7 mandates, 2 number of candidates with fixed ranking, 7 number of candidates subject to preferential voting.
10. Shkodër Region 11 mandates, 4 number of candidates with fixed ranking, 11 number of candidates subject to preferential voting.
11. Tirana Region 37 mandates, 12 number of candidates with fixed ranking, 37 number of candidates subject to preferential voting.
12. Vlorë Region 12 mandates, 4 number of candidates with fixed ranking, 12 number of candidates subject to preferential voting.

Pursuant to legal provisions, the number of candidates on the multi-name list cannot be less than the number of mandates to be elected in the respective electoral zone. This is the first condition or criterion that must be met in the case of the presentation of a multi-name list by the electoral subject. It is an obligation for political parties that the number of candidates on the multi-name list cannot be less than the number of mandates to be elected in that zone. Also, Article 67, point 2 determines that the number of candidates on the multi-name list clearly has an upper limit. According to this point, the total number of candidates on the list with a fixed order is equal to the number of mandates for each electoral zone divided by three.

The instruction “On determining the rules for the filing and verification of candidacy documentation, the deadlines for the publication of candidate lists and the approval of candidacy templates for the elections to the Assembly” was adopted. This instruction sets out the rules for the filing and verification of candidacy documentation, the deadlines for the publication of candidate lists and the approval of candidacy templates for the Assembly elections.

The SEC approved the working documentation of the Voting Center Commissions for the Assembly elections. The Voting Center Commission is responsible for the administration and conduct of elections at the voting center according to the provisions of the Electoral Code and the by-laws issued by the CEC. The models of decisions and working documentation that the Voting Center Commissions will use have been drafted by reflecting all the elements, facts or sections that the Electoral Code defines as obligations of the VCC.

In today’s public session, the decision on the organization and functioning of the election monitoring structure and supervision of the activity of the electoral administration was also approved. The decision aims to establish a special structure within the Central Election Commission (CEC), which will guarantee effective monitoring and supervision of the activities of the electoral administration during the election period.
This structure aims to ensure:
1. Real-time supervision of the activities of CEAZs and VCCs.
2. Identification and addressing of problems identified during the electoral process.
3. Strict implementation of electoral rules and procedures.
4. Effective coordination of information between the electoral administration and the central structures of the CEC.
