Rules for the use of social networks and online media by public institutions in elections are approved

Today, the State Election Commissioner, in a public session, approved the rules for the use of social networks and online media by public institutions during elections. This decision aims to prevent the behavior or use of social networks and online media by central and local institutions, as well as the state administration, during the four-month period before the elections until election day, including the electoral campaign period.

It establishes a legal and regulatory framework that will clearly define the rules and standards for the use of social networks and online media by public institutions during electoral periods. Public officials at all levels are prohibited from directly or indirectly using their official social media accounts for partisan or electoral purposes. The coverage of party and electoral activities should only be allowed on personal accounts on these platforms.

Furthermore, it is prohibited to reflect banned activities on the social networks of public institutions, as well as on the official accounts of public officials. The coverage of political and electoral activities, the posting of electoral messages on official websites, and on the social networks of public institutions and public officials are strictly forbidden.

Additionally, the report on public activities for the period February 23 – March 1, 2025, was assessed. The CEC decided to initiate an administrative review against:

  • Municipality of Bulqizë
  • Municipality of Kuçovë
  • Municipality of Tirana
  • Local Office for Pre-University Education Finiq
  • Local Educational Office Shkodër
  • Minister of State for Entrepreneurship and Business Climate

Reports from election campaign monitors for the monitoring period of February 23 – March 1, 2025, were also evaluated. The monitors did not detect any violations during their monitoring.

In a public session, the administrative review of complaints no. 7, 22, 23, 25, 27, and 28, submitted by the Democratic Party, was conducted. Decisions regarding complaints against the Mayor of Tirana and the Mayor of Mat will be announced in the next session.

The administrative investigation will continue against the Mayor of Lezhë, the Prime Minister, and the Mayor of Himarë, as additional evidence will be requested.

The administrative investigation will also continue against the General Director of the Kindergarten and Nursery Administration of the Municipality of Tirana, subject to review in complaint no. 24, submitted by the Coalition for Reforms, Integration, and Consolidated Institutions (KRIIK).
