Today, the State Election Commissioner announced decisions on administrative reviews regarding complaints no. 53 ID, no. 59 ID, no. 70 ID, no. 80 ID, no. 81 ID, no. 82 ID, no. 83 ID, no. 84 ID, no. 85 ID, no. 87 ID, no. 88 ID, no. 91 ID, no. 100 ID, no. 103 ID, no. 106 ID, no. 108 ID, submitted by the Democratic Party, the Albanian Helsinki Committee, and the organization “Citizen Stand Center.”

The SEC decided to dismiss the administrative review against:

1. The delegated mayor for Tirana Municipality;
   
2. The mayors of the municipalities of Librazhd, Maliq, Himarë, Konispol, Bulqizë, Cërrik, Skrapar, Bulqizë, Patos, Elbasan, Durrës, Berat;
   
3. The Minister of State for Local Government;
   
4. The Minister of State for Youth and Children;
   
5. The Minister of State for Relations with Parliament;
   
6. The Director of the National Food Authority;
   
7. The Director of the Albanian Road Authority.
   

Regarding complaint no. 78 ID, dated 26.03.2025, in the complaints registry, filed by the Democratic Party against the Mayor of Dibër Municipality, the SEC decided to propose to the Complaints and Sanctions Commission the imposition of an administrative fine in the amount of 1,000 (one thousand) ALL.

The technical procedural rules were approved for the administration and conduct of the electronic voting and counting electoral process in Vorë Municipality and Administrative Unit no. 10, Tirana, using electronic voting and counting devices, for the Assembly elections of May 11, 2025.

Also reviewed were the complaints:

1. No. 148, regarding the removal of campaign materials of the electoral subject “Democratic Party” posted in violation of the Mayor of Dibër Municipality’s decision.
   
2. No. 149, regarding the closure of the electoral office of the electoral subject Coalition “Democratic Party – Alliance for a Great Albania,” near a Voting Center in Kamëz.
   

The electoral subjects were given a 24-hour deadline to remove the campaign materials and close the electoral office.
The same deadline was given to the electoral subjects “Social Democratic Party of Albania” and “Socialist Party of Albania” for closing electoral offices in violation of Instruction no. 6, dated 23.03.2021.

At the conclusion of the review of the Audiovisual Media Authority’s report on the election campaign coverage by audiovisual media providers for the period April 24–30, 2025, the Commissioner decided to impose a fine of 5,000 ALL on Shijak TV for repeated violations of the Electoral Code.
