The Commission of Sanctions and Complaints reviewed 12 election complaints, with object “Appeal to Decision no. 430, dated 22.07.2021 of the SEC, “On submission of annual financial reports of political parties for the calendar year 2020 and penalties in case they fail to be submitted”, filed by Demo-Christian Alliance Party, Legality Movement Party, National Front Party, Hour of Albania Party, Democrat Union Party, Democrat National Front Party, National Conservatory Party Albania, Popular Union of Albanian Pensioners’ Party, New European Democracy Party, Albanian Emigration Party, Democratic Movement of Albania, Macedonians’ Alliance for European Integration Party, Democratic Movement for Change Party, Democratic Party of Albanian Muslim Union, Green Party, the Party of Greek Ethnic Minority for the Future, the Party for National Development, the Popular Christian-Democratic Party of Albania and National Unity Party.
At the end of the review CSC decided to amend the Decision no. 430, dated 22.07.2021, of the State Election Commissioner.
CSC decided to uphold the complaint and lift the administrative sanctions against the Party of Greek Ethnic Minority for the Future and the Democratic Movement of Albania Party.
CSC rejected the complaint and left in force the administrative sanctions at the amount of 50,000 ALL for the Legality Movement Party, partially upheld the complaint and imposed an administrative sanctions at the amount of 50,000 ALL for the National Conservatory Party Albania, Albanian Democrat Union Party and Hour of Albania Party.
In addition, CSC decided to partially amend the Decision no. 430 of the SEC and imposed the administrative sanction at the amount of 65,000 ALL for the Democrat Union Party, Democratic National Front Party, Popular Union of Albanian Pensioners’ Party, New European Democracy Party, Democratic Movement of Albania Party, Macedonians’ Alliance for European Integration Party, Democratic Movement for Change Party, Democratic Party of Albanian Muslim Union, Green Party, the Party of Greek Ethnic Minority for the Future, the Party for National Development, the Popular Christian-Democratic Party of Albania and National Unity Party.
