The Commission of Sanctions and Complaints reviewed the request no. 3 of the State Election Commissioner, demanding administrative sanctions, based on the decision no. 186, dated 8.10.2024 of the SEC,  “On approval of the report of findings from the audit of funds received and spent by political parties running in local government elections of May 14th,  2023”.

At the end of the review, CEC decided to partially sustain the Commissioner’s request and decided as follows:

To impose the administrative penalty, a fine at the amount of 500 000 lek, pursuant to Article 173, item  3 of the Electoral Code, for the following parties:

2. “Christian Democratic Alliance Party of Albania”;
3. “Right wing Liberal Alliance Party”;
4. “Alliance for Democracy and Solidarity Party”;

To impose administrative sanctions on the Socialist Party candidate for Mayor of Lezhë Municipality, Mr. Pjerin Ndreu, by a fine of 720 000 lek,a pursuant to article 173, item 6 of the Electoral Code.

1. To impose dministrative sanctions by a fine in the amount of 100 000 lek, pursuant to article 173, item 8 of the Electoral Code, on:
2. “Socialist Party of Albania”;
3. “Agrarian Environmentalist Party of Albania”;
4. “Republican Party”;
5. “Conservative Party”.

Dismissal of request for imposing administrative sanctions on:

1.  “National Arber Alliance ”, pursuant to  article 3 of the Electoral Code;
2. “Alliance for European Justice and Quality Party”, pursuant to article 3 of the Electoral Code;

3. “Albanian Labour Movement Party”, pursuant to article 173, item 3 of the Electoral Code;
4. “Albanian Christian Democratic League Party”,  pursuant to article 173, item 3 of the Electoral Code;
5. “The party of Albanian Democratic Reforms”,  pursuant to article 173, item 3 of the Electoral Code;
6. “Communist Party”,  pursuant to article 173, item 3 of the Electoral Code;
7. “Conservative Party”, pursuant to article 173, item 3 of the Electoral Code;
8. “The Party for Protection of Albanian Workers ‘Rights”,  pursuant to article 173, item 3 of the Electoral Code;
9. “The Party for Protection of Emigrants’ Rights”,  pursuant to article 173, item 3 of the Electoral Code;
10. “National Unity Party” pursuant to article 173, article 3 of the Electoral Code;

In addition, CSC reviewed the request no. 4 of the State Election Commission, on imposing administrative sanctions,  based on Decision no.187, dated 08.10.2024, “On administrative review of the appeal with ID no.2 filed by the Coalition for Reforms, Integration and  Consolidated Institutions (KRIIK) against the people responsible for committing administrative violations for local by elections for Mayor Himara Municipality on August 4, 2024”.

CSC rejected the request as it did not reach the necessary quorum for approval.
