The State Election Commissioner reviewed the report on public activities for the period from February 2 to February 8, 2025. The findings report was approved, and administrative proceedings were initiated against the Local Directorate of Police in Lezhë and the Prefect of Shkodër County.
The administrative review of complaint no. 3, dated 03.02.2025, submitted by the organization “Qendresa Qytetare,” was conducted. The Commissioner decided to postpone the announcement of the decision.
Additionally, the administrative review of complaint no. 4, dated 06.02.2025, submitted by the Coalition for Reforms, Integration, and Consolidated Institutions, was conducted.
The Commissioner decided to close the administrative investigation into complaint no. 4 regarding the law “On an Addition to Law 29/2023 on Income Tax,” as the law has already been approved by the Parliament and is awaiting the President’s decree.
The State Election Commissioner noted that the approval of two draft laws, “On Certain Amendments and Additions to Law No. 92, dated 24.07.2014, ‘On Value Added Tax in the Republic of Albania’” and the draft law “On the Excise Package,” does not comply with the requirements of Article 91, point 4 of the Electoral Code.
This decision is based on the principle of state institutions’ neutrality during electoral periods, aiming to prevent any potential influence on the electorate through changes in fiscal or economic policies. In this context, the approval of these draft laws, which affect key fiscal policies, may create the perception of using legal instruments for electoral purposes. For this reason, the Commissioner requests that the Parliament of Albania refrain from reviewing these two draft laws in a plenary session.
Today, the monitoring reports of the election campaign observers for the period from February 2 to February 9, 2025, were evaluated. The monitoring process began on January 11, and so far, three monitoring reports have been produced by the observers, all of which are published on the official website of the CEC. During the period from February 2 to February 9, a total of 96 monitoring reports were submitted to the Central Election Commission. The administration and review of these monitoring reports for the aforementioned period did not reveal any violations that contradict legal provisions.
Additionally, the vacant seat in the Gjirokastër Municipal Council was filled with the candidate from the multi-name list of the electoral subject “Socialist Party of Albania,” Ms. Ana Papadhimitri.
