Update regarding the market testing to estimate the expected financial cost of implementation of technology in elections.

As you are all aware, the CEC is in the stage of estimating the expected financial cost of the contract for the implementation of Electronic Voters Identification System and Electronic Identification Devices to be used in April 25, 2021 elections. 

This process is conducted based on article 23 and 179 of the Electoral Code of the Republic of Albania and the Decision no. 02, dated 31.10.2020 of the Regulatory Commission “On the type and technical criteria to be met by systems and devices of electronic voters identification, which are procured and applied in the elections in the Republic of Albania and the law no. 9643, dated 20.11.2006 “On public procurement” , as amended, article 59 of CoM Decision no. 914, dated 29.12.2014 “On adoption of the rules on public procurement”.

In order to increase the number of companies involved in the process of receiving economic indicators, the CEC sent the request on estimating the cost of the application of the system and devices of Electronic Voters Identification, to two additional companies, taking the number of companies to 22. 

Out of these 22 companies, 6 responded as follows:

1. CGTS, with a project cost ofi 28.250.000$
2. TCN, with a project cost of 14.831.126€ e 17.430.764€
3. CIELA,with e project cost of 24.540.275€
4. DERMAOLOG IDENTIFICATION SYSTEM GmbH, with a project cost of 12.770.404€
5. SMARTMATIC WORLDWIDE HEADQUARTERS, with a project cost of 20.723.000$
6. THALES GROUP, with a project cost of 15.500.000€

At the end of announced deadlines, the CEC will administer the information and data sent by the companies that responded to the CEC, will allocate the budget for the electronic identification of voters and will draft the tender documentation based on which the procurement procedures will start. 

In the meantime, the CEC requested 6 companies with international experience that operate in the field of IT and with experience in the election processes, to come up with an estimate on the cost of implementation of Electronic Voters Identification and Results Management System (SEMRV) and Voting and Counting Electronic Devices (PRVN) that will be used in April 25, 2021 elections.

In order to initiate the procurement procedure for electronic identification of voters devices and the calculation of the contract value at market price, the CEC requested the above companies a list of the cost based on the type and technical characteristics of the systems and devices of electronic voting and counting, specified with the Decision no.4, dated 13.11.2020, of the Regulatory Commission, “On the type and technical criteria to be met by the systems and devices of electronic voters identification, which are procured and applied in the elections in the Republic of Albania.”
