CEC tests Electronic Identification Devices (PEI).

The Central Election Commission today conducted of the testing of the Voters Electronic Identification Devices (PEI) that will be used during April 25, 2021 parliamentary elections. The Electronic Voters’ Identification System (SEIV) and  Electronic Identification Devices (PEI) will be used to identify voters. They are installed in 5199 voting centers and ensure the accurate identification of voters, based on the electronic register stored in the device.

The State Election Commissioner Mr. Ilirjan Celibashi, stated that today’s process is implemented in compliance with the requirements provided in the Electoral Code, to test the functionality of PEI in the hardware and software aspect. He stated that the process of electronic identification of voters is easy to use for the voters and the CEC has taken all the necessary measures in order for the project to be successful.

The Deputy Commissioner, Mrs. Lealba Pelinku stated that 3% of the devices were randomly selected to test if the criteria set are the same with the parameters provided. According to Pelinku, a simulation of the operational tests checks cases in whether a voter is registered in a specific VC, if a voter attempts multiple voting,  if the voter is in the wrong voting center as well as visual and acoustic signals released by the device.

At the end of the testing of all the devices, a report will be drafted to certify the functionality of PEI devices and if they meet the criteria of the CEC regarding the electronic identification and verification of the voters.

The process of electronic identification shall involve the same identification principles as the manual one.

The voter will go to the voting center, with ID or biometric passport, to be identified by PEI, and in addition to ID he will leave dactyloscopy traces (finger prints) which will help identify cases of illegal voting.

The event was held in the presence of representatives of local and international organizations and media representatives.
