According to the provisions of the Electoral Code, Albanian citizens living abroad who wish to vote must express their willingness to register on the list of voters abroad by submitting an individual registration request through the Electronic Registration Platform (ERP) after creating an account on the platform. Today, the CEC demonstrated this platform, developed in record time, and tested it before representatives of political parties, civil society, and the media.
The State Election Commissioner, Ilirjan Celibashi, expressed gratitude to civil society organizations and diaspora groups for their valuable contribution to enabling voting from abroad.
“In line with the regulatory act, the ERP meets all the required qualities and standards for such platforms, ensuring the highest level of security. This platform provides comprehensive identity verification for citizens applying as voters from abroad. It guarantees maximum protection of personal data, adhering to the most advanced security standards,” he stated.
As part of ensuring transparency, the CEC administration presented and tested the main functionalities of the Electronic Registration Platform (ERP), covering three key areas:
- Voter Area: This section is dedicated to individuals who create their personal accounts on the platform and complete the requirements to register on the voters’ list.
- Request Review Module: Here, the CEC reviews and processes voter-submitted requests, ensuring transparent and fair treatment of every application.
- Real-Time Statistical Panel: This panel provides updated real-time statistical data on requests and their processing. It is accessible to political parties and organizations, offering a clear and comprehensive view of the process.
During the demonstration, various scenarios of registering Albanian citizens living abroad were tested, including:
- Situations where a voter creates an account but has invalid identification documents.
- The successful registration process when the voter submits complete data, and the request is approved.
- Cases where requests for inclusion in the voters’ list are rejected.
Representatives of political parties, civil society, and the media had the opportunity not only to test the platform’s functionalities but also to address questions and provide feedback to improve it further.
The Electronic Registration Platform is developed, maintained, and updated by the Central Election Commission. It is available in both desktop and mobile versions, without restrictions on the type of device used by voters, ensuring accessibility and ease of use for all.
