Reporting of Public Activities – Regulatory Commission Approves Amendments and Additions to Decision No. 9/2020

Today, the Regulatory Commission approved several amendments and additions to Decision No. 9, dated 24.12.2020, of the Regulatory Commission, “On the rules for reporting public activities by any public institution, state-capital entities, agencies, and state bodies, the categories of prohibited activities, as well as monitoring the activities, conduct, and use of human, financial, and logistical resources of the state administration prior to elections.”

The amendments and additions to Decision No. 9 aim to improve and address issues encountered during its implementation, specifically regarding the reporting of public activities by state institutions. These changes stem from the analysis of the interface’s initial implementation, the decisions of the Electoral Complaints and Sanctions Commission (KAS), and the recommendations/suggestions provided by election-focused organizations and civil society.

Additionally, some previously established rules and the reporting procedures for public institutions during the four months preceding the election date were clarified.

The Central Election Commission (CEC) is working to enhance the Reporting Interface (NRI) to address incomplete information, technical limitations, and data alteration issues in the submitted reports. Therefore, the decision approved at today’s meeting integrates the new reporting module (NRI) as an essential part of Decision No. 9.
