The State Commissioner of Elections in today’s public session approved the program of education, information and awareness of voters, the program for education, information, awareness, as well as for the creation of facilitating conditions for the participation in elections of persons with disabilities and the program for education, information and the awareness of national minorities, for the elections of May 14, 2023.

The commissioner approved the model and specifications of some election materials that are used by the election administration, as well as the Instruction on the way of communication between the CEC and the municipalities in the context of the coordination of information about the elections for the local government bodies.

Also, the report of the findings from the audit of the funds received and spent by the political parties participating in the elections for the Assembly of Albania, dated April 25, 2021, was approved.

The commissioner decided to propose to the Complaints and Sanctions Commission the taking of administrative measures, for political parties, candidates:

1. ” Partia Demokratike ” with a fine of 100,000 (one hundred thousand) ALL, according to Article 173, point 8 of the Electoral Code;
2. ” Partia Demokristiane e Shqipërisë ” with a fine of 100,000 (one hundred thousand) ALL, according to Article 173, point 1 of the Electoral Code;
3. ” Lëvizja për Zhvillim Kombëtar “, with a fine of 100,000 (one hundred thousand) ALL, according to Article 173, point 1 of the Electoral Code;
4. Fitimtar Lala of the political party “Partia Lévizja e Re” with a fine of 195,000 (one hundred and ninety-five thousand) ALL and the transfer of funds received on behalf of the CEC, according to Article 173, point 5 of the Electoral Code;
5. ” Partia Lëvizja e Legalitetit ” with a fine of 500,000 (five hundred thousand), according to Article 173, point 3 of the Electoral Code;
6. ” Partia Socialiste e Shqipërisë ” with a fine of 500,000 (five hundred thousand), according to article 173, point 3 of the Electoral Code;
7. ” Partia Republikane ” with a fine of 500,000 (five hundred thousand), according to Article 173, point 3 of the Electoral Code;
8. “Movement for National Development” with a fine of 500,000 (five hundred thousand), according to Article 173, point 3 of the Electoral Code;
9. “Partia Balli Kombëtar Demokrat” with a fine of 500,000 (five hundred thousand) ALL, according to Article 173, point 3 of the Electoral Code;
10. ” Partia Bashkimi Popullor i Pensionistëve Shqiptar ” with a fine of 600,000 (six hundred thousand) ALL, according to Article 173, point 3 of the Electoral Code;
11. “Partia Nisma Thurje” with a fine of 600,000 (six hundred thousand) ALL, according to Article 173, point 3 of the Electoral Code;
12. “Partia Bindja Demokratike” with a fine of 600,000 (six hundred thousand) ALL, according to Article 173, point 3 of the Electoral Code;
13. ” Partia Lëvizja Demokratike Shqiptare ” with a fine of 600,000 (six hundred thousand) ALL, according to Article 173, point 3 of the Electoral Code
14. ” Partia SocialDemokrate” with a fine in the amount of 600,000 (six hundred thousand) ALL, according to Article 173, point 3 of the Electoral Code
15. ” Partia Balli Kombëtar” with a fine in the amount of 600,000 (six hundred thousand) ALL, according to Article 173, point 3 of the Electoral Code
16. ” Partia Demokratike ” with a fine of 600,000 (six hundred thousand) ALL, according to Article 173, point 3 of the Electoral Code;
17. ” Partia Socialiste e Shqipërisë “, with a fine in the amount of 5,000,000 (five million) ALL, according to article 173, point 9 of the Electoral Code;

Pursuant to Article 88 point 7 of the Electoral Code, the Commissioner decided:

• The obligation of the political party “Partia SocialDemokrate” to return to the CEC the amount of 1,629,360 (one million six hundred and twenty nine thousand three hundred and sixty) ALL;
• The obligation of the political party ” Lëvizja për Zhvillim Kombëtar ” to return to the CEC the amount of 55,166.74 (fifty-five thousand one hundred sixty-six seventy-four) ALL;
• The obligation of the political party “Fryma e Re Demokratike” to return to the CEC the amount of 485,332 (four hundred and eighty-five thousand three hundred and thirty-two) ALL.

Also, the State Election Commissioner decided to impose fines as administrative sanctions:

1. In the amount of 30,000 (thirty thousand) ALL  for the Audiovisual Media Service Provider (OSHMA) ADTN, according to articles 84, point 5, and 171, point 1 of the Electoral Code;
