Rules on use of recording cameras and monitors in Ballot Counting Centers approved

The Regulatory Commission reviewed and passed today the draft Decision ” On rules and procedures regarding the use of recording cameras and monitors ( Screens) in ballot counting centers and broadcasting in real time from Ballot Counting Centers to the Central Election Commission”. 

The Decision stipulates the same procedures and rules approved by the Regulatory Commission on the use of recording cameras and monitors ( Screens) in ballot counting centers and displaying the images in real time from BCC to the Central Election Commission, just like in 2021  elections. 

The new element in the Decision passed today, is the way the recorded material ( video) from the desk cameras and monitoring cameras, is administered and stored in the CEC servers. The film recording ( video) is stored in separate files, titled according to the number of the CEAZ where the recording was made. Inside each file of the CEAZ, the recorded materials are stored according to the type of cameras:

  1. a) The video recordings from counting desks for each separate desk and 
  2. b) video recording of each surveillance camera

 The Decision provides that the film recording (video) of the ballot counting process by the surveillance cameras in the BCC which contain personal data , should be accessible to the law enforcement bodies and electoral subject upon their request. 

In addition, the Decision provides that even after the delivery at the CEC, the film recordings  (video) of the ballot counting process recorded by desk cameras and surveillance cameras at the BCC, are stored in compliance with the technical criteria stipulated in the law no 9154, dated 6.11.2003 “On archives” and by laws issued for its implementation, for a period of 10 years after the release of final election result.
