The State Election Commissioner reviewed the Audio Visual Media Authority report on election campaign coverage by Audio Visual Media Service Providers for April 23- April 30, period. 

The Commissioner decided to impose an administrative penalty with a fine of 5000 ALL for Gold Tv, Channel 7, Tv1Channel, Saranda Tv, as they have not filed in AMA the recordings of their broadcasting. He reminded the TV Klaudiana to submit the recordings of the broadcasting to AMA, for April 23-April 30 period.  

Regarding Tv Shijak, he decided to order an immediate stop of broadcasting of political ads for “Together we Win” electoral subject. 

For RTSH Gjirokastra, Shijak TV, Klan Plus TV, Vizion Plus, Fax News, Bulevard TV and Top Channel, he ordered an immediate stop the airing of political ads  beyond the allotted time slots.

The Commissioner reminded all OSHMAs to immediately compensate in airing time in news editions, in order to have a balanced time for electoral subjects and meet the criteria of gender representation in the electoral campaign.

During today’s session, it was evaluated the monitors’ report of election campaign for March 7- May 7, 2023 period. At the end of evaluation, the Commissioner ordered the Municipal Police and State Police to immediately close down the electoral offices in the municipalities of Durrës, Kavajë, Kukës and Tirana, as follows: 

1.     Electoral subject “ Socialist Party of Albania” in administrative Unit Shkozet, 80 m away from  the voting Center in “Beqir Çela” school, Durrës Municipality; 
2. Electoral Subject  “Socialist Party of Albania”, near the voting center in the Culture Center, Kavajë Municipality;
3. Electoral Subject “Socialist Party of Albania”, near the voting center in  “Bajram Curri” school,  Kukës Municipality;
4.      “Together We Win” Coalition,  at the address: Rr. Artan Lenja, 150 m away from  “Gustav Mayer” School and 170 m from  “Naim Frashëri” school, Tiranë Municipality;
5. “Together we Win” Coalition, address: Rr. Milto Tutulani, 58 m from Law University,   Tirana Municipality; 
6. “Together We Win” Coalition, at the address: Tr. Margarita Tutulani, 110 m from “Dëshmorët e Lirisë” school, Tirana Municipality;
7. “Together we Win” Coalition, 50 meters from Voting Center in  University “Aleksandër Xhuvani”, Elbasan Municipality;
8. “Together we Win” Coalition, near the voting center  “Bajram Curri” school,  Kukës Municipality;
9. “Democratic Party of Albania” electoral subject, at the address. Nasip Pavllo, 180 m from lycee Jordan Misja, Tirana Municipality.

 

In addition, he ordered the Municipal Police and State Police to immediately remove the propaganda materials in the municipalities of Durres and Tirana, as follows: 

1. Billboard of the electoral subject  “Socialist Party of Albania”, near the voting center in the Palace of Sports, “Ramazan Ngjala”, Durrës Municipality;
2. Flags of the electoral subject  “Socialist Party of Albania” in a facade of a building, in front of the vocational  high school “Beqir Cela” in the administrative unit Shkozet, Durrës Municipality;
3. Propaganda materials of “Together We Win” coalition, in lighting poles, in Veli Dedi street, Tirana Municipality;
4.     Propaganda materials of the electoral subject “Progresssive Alliance LZHK”, on a building facade in “Fatos Baxhaku” street, Tirana Municipality.

The Commissioner approved the technical manuals on the use of Financial Electronic Platform (PERF) by the finance specialist of the political party during the calendar year, monitors of the election campaign, legal auditors, candidates from the lists, candidates for mayor and candidates proposed by the voters.   

In addition, he approved the categories of electoral subjects that will complete and submit the financial report through the Electronic Platform of Financial Reporting (PERF).  

 The political parties/ coalitions, registered as electoral subjects and the candidates for Mayor, will use PERF to report in the local government elections. 

After uploading the financial report in PERF, the political party/coalition delivers physically to the CEC, the report,  signed by the finance specialist and the party chairman/ the authorized representative. The financial report of the candidate proposed by the candidate for mayor, after being uploaded in the system, is physically delivered, signed by the finance specialist of the political party.  The financial report of the candidate proposed by the voters for Mayor, is uploaded in PERF, is signed and is physically delivered to the CEC by him.      

The vacancy in Tropoja Municipal council was filled,  with the candidate from the multi -member list of the Social democrat Party of Albania, Mr. Florin Ponari. The requests of the Observation Mission of   OSCE-ODIHR, the Central Elections Commissions of the Republic of Kosova, the Embassies of Bulgaria, Slovakia, and Germany, were approved for observation of May 14,  2023 local government elections. 

During the session, the administrative review of the complaint no.369 was held, filed by the Coalition “Together we Win”, for posting of propaganda materials in illuminated billboards , in the public premises of Kukes Municipality, by the electoral subject “Socialist Party of Albania”. At the end of the review, the State Election Commissioner ordered Municipal Police and State Police to immediately remove the propaganda materials of the electoral subject “Socialist Party of Albania”, Kukes Municipality,  in illuminated billboards.   

The administrative review of the complaint no. 386 filed by KRIIK on posting of propaganda materials, in violation of the law, by the electoral subject “Socialist Party of Albania”,  in the national road axis Tirana – Lushnjë.

SEC ordered the municipal police and State Police to immediately remove the propaganda materials in the national road axis Tirana – Lushnjë, of the electoral subject “ Socialist Party of Albania”,  Shqipërisë”, respectively in the municipalities of Tiranë, Durrës, Rrogozhinë, Kavajë and Lushnje. 

At the end of administrative review of complaint no.387, filed by electoral subject “Socialist Party of Albania” for removal of propaganda materials posted in violation of the law by the electoral subject “Together we Win” coalition, the Commissioner ordered the Municipal Police of Kavaja and the State Police to remove immediately the propaganda material of “Together we Win” coalition, on the facade of the building of Albanian Mail Service, Kavaje, of the electoral subject “Together we Win” coalition.

The complaint no. 370, filed by Democratic Party of Albania, claiming misinformation by some media outlets, was reviewed today. The Commissioner decided to request the Providers of Audio Visual Media Service to refer to Mr. Enkelejd Alibeaj as Head of Democratic Party, in the role of acting chairman of the Party.

The reporting on information sent by the Municipalities concerning the Decision on designation of public spaces for posting of propaganda materials by electoral subjects, was postponed for the next session.
