The Complaint and Sanctions Commission reviewed the elements of form and content of the following complaints:

1. Complaint no. 57, dated 11.05.2023. dated 11.05.2023 with complainant Gledian Llatja, Mayor of Elbasan and subject: “Objection to decision no. 441, dated 05.05.2023 “For the administrative review of the denunciation no. 349 ID, of the Coalition for Reforms, Integration and Consolidated Institutions to the Mayor of Belsh, Bulqiza, Cërrik, Elbasan, Fier, Gramsh, Kavajë, Këlcyre, Kolonje, Konispol, Kukës, Lezhë, Librazhd, Lushnje, Mallakastër, Poliçan, Prrenjas , Pustec, Roskovec, Shijak and Vorë for administrative violations, in the elections for local government bodies on May 14, 2023″, of the State Election Commissioner”.
2. Complaint no. 58, dated 11.05.2023, filed by Safet Gjici, Mayor of Kukës municipality, with object: “Appeal to decision no. 439, dated 05.05.2023 “On administrative review of the complaint with ID no. 335, filed by “Civic Resistance” Organization, against the mayor Kukes, the General Director of the State Cadastre Agency, the Director of the 9-year school “Isuf Seferi” Kukes and the person responsible for reporting public activities, for administrative violations in the context of local elections of May 14, 2023″, of the State Election Commissioner”.
3. Complaint no. 59, dated 11.05.2023, filed by the complainant Safet Gjici, Mayor of Kukës municipality, with object: “Appeal to decision no. 440 of the State Election Commissioner, dated 05.05.2023 “On  administrative review of complaint with ID no. 336, filed by the “Civic Center” Organization,  against the mayor Kukes, the General Director of the State Cadastre Agency, the Director of the 9-year School “Shaban Murati” Kukes and the person responsible for reporting public activities, for administrative violations in the context of May 14, 2023 local government elections”,

At the end of preliminary review, CSC decided not to pass complaints no.58 and 59 for review. Upon the request of the complainant, CSC decided to drop the review of complaint no. 57.
