This should be done by foreign experts independent of state institutions or the Central Election Commission. For this, it is necessary that the equipment be stored in appropriate conditions in the current state in order to avoid tampering with, by unauthorized persons and protect it from atmospheric agents. Comparison of the electronic election result with the physical result (ballots found in the box) for each voting center. For this, a process as transparent and comprehensive as possible is required. Inspection of external cameras and those used inside the voting centers in order to identify all unauthorized persons or those part of the local and central administration at specialist or manager level, who were present in the voting center the whole time, to identify unsigned relevant declarations for the voters that have been assisted, evidence of voting by PEVN Operators, evidence of the voting of commissioners on behalf of the voters. CSC decided to dismiss the complaint no. 85 and left in force the decision no. 539, dated 20.05.2023 of the State Elections Commissioner “On approval of the Aggregate Table of the Results of the elections for Mayor and Municipal Council, in Elbasan Municipality electoral zone, for local government elections of May 14, 2023” .
CSC also reviewed today the complaint no. 67, filed by electoral subject “Together We win” coalition, with object ” Appeal to the decision no. 101, dated 16.05.2023 of CEAZ no. 64, Kuçova Municipality, Berat district “On approval of the aggregate table of results for the election of Kuçova Mayor” and the appeal no. 74, dated 22.05.2023, filed by Mr. Lefter Maliqi, with the object “We request, the change of decision no. 101 dated 16.06.2023 of EAZ No. 64 Kuçova Municipality, Berat District, On Approval of the Aggregate Table of Results for the Election of the Mayor of Kuçova Municipality”; We request the recount and re-evaluation of votes for EAZ No. 64, for all VCs, including the result from the recount and reevaluation of the votes for the VCs listed in the table; We request the invalidity of Decision No. 101 dated 16.05.2023, “On Approval of the Aggregate Table of Results for the Election of the Mayor of Kuçova”; We request the invalidity of the decision of CEC where the secretary of ZAZ, No. 64 Kuçova, Romeo Arizi, has been appointed.- We request the invalidity of the decision of CEAZ, No. 64 Kuçova, Berat District, for postponing the counting of ballots, from 11:00 a.m. to 12:00 p.m. :30; We request the partial invalidity of the ballot for Candidates for Mayor of the Municipality of Kuçova, for the part where the candidate, Kreshnik Hajdari for the Municipality of Kuçova, Berat District is marked; The invalidity of juridical action, decriminalization form, submitted at the CEC in the name of Kreshnik Hajdari, pursuant to the law, no. 138/2015 “On guaranteeing the integrity of persons who are elected, appointed or exercise public functions”.
