State Commissioner of Elections, Mr. Ilirjan Celibashi participated in the roundtable discussion on “Resilience to Undue Influence in Elections from a Political and Campaign Finance Perspective” organized by NDI Albania. Representatives of political parties, international and local experts, representatives of OSCE/ODIHR and civil society, discussed the financing of political parties by third parties and the possibilities of controlling their finances, especially during election campaigns.
Commissioner Celibashi stated “The expected new electoral reform should address some aspects of the financing of political campaigns and other electoral entities. It seems that there is a need for clearer rules regarding the registration, declaration, and publication of non-public funds that electoral entities benefit from third-parties. This opinion also applies to electoral expenses made on social and online media”.
On the second day of the forum “Resilience to Undue Influence in Elections from a Political and Campaign Finance Perspective” organized by National Democratic Institute with the assistance of OSCE/ODIHR, was discussed the applicability of regulations for third parties and the changes needed in legislation to enable better implementation of financial oversight in elections.
Were given insights and opinions from experts of the UK Electoral Commission regarding the transparency of campaign and political party finances, as well as funding from third parties.
