Registration of voters from abroad – SEC defines duties and responsibilities of technical auditors

The State Election Commission, during a public session, assigned the duties and responsibilities of technical auditors, who will audit the steps followed by the CEC to register voters who vote outside the territory of the Republic of Albania for May 11,2025 parliamentary elections.

Two IT auditors will be responsible for:

  • auditing the legal and regulatory framework of Electronic Registration Platform (PER),
  • auditing the system architecture and the database
  • auditing the registration and identification of voters;
  • testing the integrity of the system;
  • testing system performance, tracking and auditing data changes, etc..

Technical auditors will prepare a report with findings and provide recommendations for improvements, propose corrective measures for any identified problems, prepare an action plan to address the weaknesses and improve the security and accuracy of the system.

Today, the Commission established the structure and determined  the amount of remuneration of election administration and approved the format and specifications of : the seal of the Commission of Election Zone Administration, the seal of Voting Center Commission, the seal of the Chairman of the Voting Center Commission and the addition seal of the VCC Commission for parliamentary elections of May 11, 2025.  

The following vacancies in the 6 municipal councils were also filled:

  1. Fieri Municipality Council, with the candidate from the Social-Democratic Party, Mrs. Alesia Koroveshi. 
  2. Kukës Municipality Council, with the candidate from Democratic Creed Party, Mr. Rustem Ahmetaj.
  3. Pukë Municipality Council, with the candidate from Social-democratic Party, Mrs. Leze Kolaj.
  4. Kamëz Municipality Council, with the candidate from Albanian Republican Party, Mrs. Albana Xhika. 
  5. Kamëz Municipality Council, with the candidate from the Socialist Party of Albania,  Mr. Sajmir Kurti.
  6. Tiranë Municipality Council,  with the candidate from the Socialist Party of Albania, Mr. Sead Kazanxhiu. 
  7. Vorë Municipality Council, with the candidate from the Socialist Party of Albania, Mrs. Elisabeta Vehbi Haka”.

During the session,  the Commissioner reviewed the results of the verification by the Prosecutor General for the self-declaring subject Mr. Arbis Vjerdha, member of the Shkodra Municipality Council, proposed by electoral subject A.S.E Coalition (Social Democracy Party), for June 30, 2019 local government elections. The Commissioner declared the administrative procedure closed and without a final decision, as it found that the object and purpose of the administrative procedure initiated before election day is no longer valid.

Upon the request of the Socialist Party, the review of the draft decision “On adoption of the Regulation on reviewing the registration requests of voters voting outside the territory of the Republic of Albania, through PER, for May 11, 2025 parliamentary elections”, was postponed.

The decision on the results of the verification of the Prosecutor General for the self-declared subject Mr. Erin Gjoni, member of the Lezha Municipality Council, proposed by the electoral subject Social Democratic Party, for May 14, 2023 local government elections, was postponed, to provide time for the interested party, to submit additional documentation.
