The State Election Commissioner, in today’s public session, assessed the reports of public activities for the period January 19 – January 25, 2025.
The SEC decided to initiate administrative proceedings against:
1. Ministry of Economy, Culture and Innovation
2. Municipality of Roskovec
3. National Agency for Employment and Skills.
4. Elbasan Local Education Office
5. Saranda Municipality
6. Ministry of Finance
7. Agency for Dialogue and Co-Government
8. Albanian Investment Corporation
9. General Directorate of Prisons
10. Bank of Albania
11. Elbasan Municipality
12. Minister of State for Local Government
13. Mat Municipality
14. Cërrik Municipality
The decision was announced for the administrative review of the public activities of the Cërrik Municipality, for the period January 17 – January 18, 2025 and for the administrative review based on the complaint no. 1, dated 13.01.2025, of the complaint register, of the Center Organization “Citizen Center”.
The Commissioner decided to discontinue the administrative investigation against the Mayor of Kamëz Municipality and against the Cërrik Municipality.
The models of a part of the electoral documentation sent to voters from abroad for the electoral process of voting from abroad were approved, specifically:
1. “Envelope where the ballot is inserted”;
The envelope where the ballot is inserted is the inner envelope. The ballot envelope, which contains only the ballot, is placed in the outer envelope sent to the voter by the CEC. On this envelope, the CEC will place/stick the Unique Registration Code of each voter in PER. The Unique Voter Code is automatically generated by PER and contains the name, surname of the voter, the state where the ballot has been requested to be sent, as well as the county where the civil status register in the Republic of Albania is located. The Unique Voter Code is also reflected in the form of a Barcode, or QR Code. Once generated by PER, the Unique Code becomes available to every voter from abroad. When the envelope sent by the CEC arrives at the address declared abroad, the voter will confirm receipt of the envelope in the PER.
2. “Outer envelope where the envelope containing the ballot is placed”.
The outer envelope on which the voter’s Unique Code is placed, which contains the envelope containing the ballot, is placed in the envelope of the postal service operator and posted to the address of the CEC.
Also, the Commissioner approved the use of seals with security codes, security labels and ballot boxes, for the administration of the electoral process for voting from abroad, and determined their general characteristics. Seals with Security Code as general characteristics have resistance, are tested for breaking strength, traction, bending and must be in accordance with applicable standards. External ballot boxes, as a general characteristic, must be foldable, open only on one side, on which the corresponding lid is placed and through which the electoral documentation is allowed to be thrown, must be transparent on at least four sides, have the ability to bear internal loads without being deformed. Security labels, as a general characteristic, must have all the security elements to protect items/assets/premises from any interference by other persons, be mountable in a single process without the need for auxiliary tools, and have distinct trace-making properties, which the label itself leaves on its body or on the flat surface where it will be placed. Security labels are designed for one use and do not open accidentally.
In today’s session, the administrative units where the headquarters of the Electoral Administration Zone Commissions will be established for the Assembly elections of May 11, 2025 were designated.
The Commissioner designated the political parties that will propose the members and secretaries of the Electoral Administration Zone Commissions.
The political parties that will propose the members of the CEAZs are as follows:
a. The Socialist Party of Albania (PSSh), as the main party of the parliamentary majority, proposes 2 (two) members;
b. The Social Democratic Party (PSD), as the second main party of the parliamentary majority, proposes 1 (one) member;
c. The Democratic Party (PDSH), as the main party of the parliamentary opposition, proposes 2 (two) members;
d. The Freedom Party (PL), as the second main party of the parliamentary opposition, proposes 1 (one) member.
Based on the result of the draw held at the session, to determine the party that will propose the seventh member in the composition of the CEAZs:
a. The Socialist Party will propose the seventh member for the even-numbered CEAZs;
b. The Democratic Party will propose the seventh member for the odd-numbered CEAZs;
Meanwhile, the secretary of the CEAZ will be proposed by the Socialist Party of Albania for those CEAZs where this party proposes the deputy chairperson and by the Democratic Party for those CEAZs where this party proposes the deputy chairperson.
The vacancies created in the Saranda Municipality Council were filled, with the candidate of the Socialist Party of Albania, Mr. Thanas Gurma, and in the Tirana Municipality Council, with the candidate of the coalition “Together We Win”, Ms. Keda Kaceli.
