Voter Registration from Abroad – Regulatory Commission Adopts Amendments to Decision No. 11

The Regulatory Commission, in its meeting today, approved several amendments to Decision No. 11, dated 01.11.2024, “On the approval of the list of required documentation to verify the residence of Albanian voters voting outside the territory of the Republic of Albania, for the purpose of registration in the overseas voter list.”

The registration process for voters residing abroad, in the context of the parliamentary elections scheduled for May 11, 2025, has been progressing intensively. In response to emerging challenges and with the objective of enhancing and streamlining the registration process, the need arose to introduce specific amendments.

The adopted changes, which received five votes in favor, provide greater flexibility for voters who do not hold address verification documents in their own name. In such cases, they are now permitted to submit, as proof of address in the Electronic Voter Register (PER), a supporting document registered in the name of a family member or a third party with whom they have no familial ties.

Furthermore, the Regulatory Commission reviewed the draft decision “On the rules of conduct for public institutions during elections and the prohibition of misuse of public assets,” which was not approved.
