The Regulatory Commission reviewed and adopted the draft Decision “On procedural rules for the use of recording cameras and monitors ( screens) in the Ballot Counting Centers and live-streaming it from the Ballot Counting Centers to the CEC, in April 25, 2021 parliamentary elections”.
The decision unanimously adopted provides the procedural rules for the use of cameras, recording, retaining and delivery of the recording in the BCC, reproduction of the recorded material and the retention period of the recorded material.
The high resolution cameras and monitors ( screens) for display of the ballots before their evaluation in the Ballot Counting Center (BCC), are installed on the counting desk in such a way that enables the recording of the evaluation of each ballot paper.
The recording is live-streamed in the monitors placed in front of the observers of electoral subjects, it is stored in electronic media and is delivered to the Central Elections Commission along with the rest of election materials.
For the first time, the cameras on the counting team desk will transmit their images in the CEC headquarters in case a problem arises or when it required by the CEC.
