The State Election Commissioner, in today’s meeting, adopted the technical procedural rules of EAZ No.40 on administration and conduct of the electronic voting and counting to be held in April 25, 2021 parliamentary elections.
In addition, an instruction was adopted on the use of “CEC” application during election day by the members of the VCCs, CEAZs and CEC operators who are assigned specific roles in the voting center. The use of CEC application does not exempt the members of the VCC or the CEAZ from the responsibility to use and keep any election documentation such as the Record Book of Meetings, other records, etc.
Through the CEC application, the members of the VCC or the CEAZ and depending on the case, other operators, shall report to the CEC on the conduct of the voting and /or counting and tabulation of result. The operator shall send every hour the information on voter’s turnout, based on the |Scan QR Code”. This report can also be sent to the CEC by each of the members, but in every case, without obstructing the process of voting and PEI operation by the operator.
The Commissioner also approved the observation of election process by some observers, the release from duty and appointment of the secretary of the CEAZ no.26, Tirana Region and some CEAZ members, an amendment to Decision no.37, “On the use of documentation templates of the CEAZ” and decided to authorize the change of the location of several Voting Centers.
