The printing process and packaging of the ballots for all the Regions is complete, and as we have informed you in the previous communications, the ballot papers of Vlorë, Korçë, Berat, Gjirokastër, Elbasan, Fier Region arrived on 16.04.2021, whereas for 6 other Regions, Tiranë, Kukës, Durrës, Dibër, Lezhë, Shkodër arrive today.

The ballots are  ready two days earlier than we expected and are in the CEC warehouses. This has helped us to start with preparation of election materials in each voting center. 

The Central Election Commission has received the monitoring cameras for 5199 VCs, which are distributed to all CEAZs and will be distributed in Voting Center. The video surveillance system has been installed in the Ballot Counting Centers, where surveillance cameras will be placed, which will show the ballot counting process and the IT device that will facilitate this process.

We are in the phase of recruitment of operators that will use the electronic identification device. We received around 13 thousand applications, but we still have some Voting Centers where the number of operators is not yet completed. The application process continues and the administration is screening the applications and continues the testing and recruitment procedures. In addition, we are in the process of training of operators that will operate the electronic Voters’ Identification and ballot counting devices in CEAZ no.40.

I would like to emphasize that the measures taken by the CEC in the regulatory aspect and that of technical infrastructure guarantee the integrity of the election process and the will of voters. 

The process of the tabulation of results will not encounter problems. The Commission members on duty, are  aware of all the penalties they will face in case their behavior will run counter to their duty. The CEC, under no circumstances, will tolerate any Commissioner that want to challenge the law.the latest amendments to the criminal legislation stipulate very harsh measures against those who want to violate the integrity of the citizens’ vote.

I guarantee you that CEC will give its due attention to identification of these cases and to act quickly and in compliance with the law.

I also would like highlight that we have taken all the appropriate measures so that the process of issuing the results is done quickly, under greater transparency and security. The process is monitored and if it found that the citizens ‘will is altered, the perpetrators will be faced with the rule of law.
