Today, the State Commissioner of Elections in a public session decided to distribute the fund of 345,341,079 (three hundred and forty-five million, three hundred and forty-one thousand and seventy-nine) lek to political parties for the year 2023.

For the local elections of May 14, 2023, the observers of the electoral subjects, will be accredited by the Commissions of the Electoral Administration Zones. This competence was delegated to the CEAZ by the SEC in today’s public session.

Observers from the Association “Sebastia”, the Association for Democratic Culture, the “Center for Continuous Electoral Training” and the “Electoral Panel for Complaints and Submissions” were accredited for the observation of elections for local government bodies.

Today was reviewed the evaluation of the reports of public activities of some institutions for the period March 24 – March 30, 2023. During this period, 353 activities were reported, from 67 institutions. The preliminary verification showed that of out of these, 16 activities implemented  by 11 institutions were reported beyond the legal deadline.

At the end of the administrative review, the commissioner found that some institutions reported the date of the activity as a human error, some of the institutions as being invited, and in some cases the activity was of an administrative nature related to the functional activity of institution. The SEC decided to discontinue the administrative proceedings against the institutions:

a) Ministry of Finance and Economy,

b) Ministry of Tourism and Environment,

c) Minister of State for Entrepreneurship Protection,

ç) Minister of State for Relations with the Parliament,

d) Commissioner for the Right to Information and Protection of Personal Data (IDP)

dh) Prefect of Shkodër District,

e) Tirana Municipality,

ë) Korça Municipality,

f) Kurbin Municipality,

g) Tepelena Municipality,

gj) Local Office of Pre-University Education Pogradec

Also, the reporting of public activities of some institutions was considered for the period March 31 – April 6, 2023. During this period, 262 activities from 67 institutions were reported. The preliminary verification shows that, out of these, 11 activities implemented by 8 institutions were reported beyond the legal deadline. These activities, reported beyond the legal deadline/with the participation of politicians, 1 activity planned to be implemented by the Municipality of Korçë has been prohibited. At the end of the administrative review, the Commissioner will come out with a decision.

It was declared the ineligibility of the next candidate in the multi-name list of the Socialist Party of Albania, Shkodër District, Mr. Ilir Hamit Beqaj, to fill the vacancy announced by the Parliament of Albania, because he did not submit the self-declaration form within the legal deadlines.

Even for the next candidate in the multi-name list of the Koalicionit Partia Demokratike – Aleanca për Ndryshim,, Shkodër District, Mr. Bardh Ali Spahia, was declared ineligible to fill the vacancy announced by the Parliament of Albania, for Mr. Spahia has preferred to keep the mandate of the mayor of Shkodra and not run for the elections for local government bodies on May 14, 2023.

In this session, it was reviewed the result of the verification of the General Prosecutor’s Office for the self-declaring subject Mr. Gentjan Muça, candidate for deputy of the multi-name list of the Koalicionit Partia Demokratike – Aleanca për Ndryshim, Tirana District and the review of the result of the verification of the General Prosecutor’s Office for the self-declaring subject Mr. Elsa Voka, candidate for deputy of the multi-name list of the Coalition -Aleanca Bashkimi Popullor – Emigracioni – Ora e Shpresës dhe Konservatorët, Berat District”. The Commissioner found that Mr. Gentjan Muça is not included under the terms of detention, and he also declared the administrative procedure as completed, without having a final decision for Ms. Elsa Voka.

The decision-making on the draft decisions was postponed until the next session:

1. “On granting authorization to change the location of VC no. 1796, VC no. 1796/01, VC no. 1796/02, Tirana Municipality, for the elections for local government bodies on May 14, 2023”.
2. “On setting the time for broadcasting on public radio and television of the election campaign of political parties registered as electoral subjects, for the elections for local government bodies on May 14, 2023.
