2023 Local elections  – CSC concludes review of complaints no. 49, no. 50, no. 51

The Complaints and Sanctions Commission, during today’s public session reviewed the complaint no. 49, filed by the complainant Democratic Party of Albania, with object “Revocation of decision no. 366, dated 15.04.2023 of the State Election Commissioner “Review of the request of Democratic Party and verification of the data in the self-declaration form of the self-declaring subject Mr. Qerim Ismail Ismailaj, candidate for mayor of Mallkakastër, proposed by the electoral subject “Socialist Party of Albania” for local government elections of May 14, 2023″.

At the end of the review, CSC, with a majority of votes, decided to dismiss the complaint and leave in power the Decision no.366, dated 15.04.2023 of the State Election Commissioner

In addition,  CSC reviewed the complaint no.50, filed by the complainant Democratic Party of Albania, with object “Revocation of Decision no.361, dated 15.04.2023 of the State Elections Commissioner, on “Approval of the content of the ballot for candidates for the Tirana Municipality Council, for May 14, 2023 local government elections” and “Revocation of decision no. 362, dated 15.04.2023 of the State Election Commissioner “Approval of the content of the ballot for candidates for members of municipal councils in 60 municipalities, for for May 14, 2023 local government elections “, “Change of the content of on the ballot by including all the requirements defined in article 98 point 3 of the Electoral Code according to the attached proposal”.

At the end of the review, CSC, with a majority of votes decided:

  1. To partially accept the complaint submitted by Democratic Party of Albania, on including the names of leaders of  leading parties of “Together We Win” and “Right Liberal Alliance” coalitions, on the ballot paper;
  2. To reject the request of Democratic Party of Albania requesting the inclusion of the initials of constituent parties of the coalitions next to the name of the coalition; and
  3. To reject the request of the interested party, “Together we Win” Coalition, requesting that the name of MP Sali Berisha is put on the ballot paper as the leader of “Together we Win” coalition.

CSC also reviewed the complaint no. 51, filed by “Together We Win” coalition, with object “Appeal to the decision no. 360, dated 15.04.2023 of the State Elections Commissioner “On approval of the content of the ballot for the candidates for mayor, Tirana municipality, for local government elections; Appeal to the decision  no. 363, dated 15.04.2023 of the State Elections Commissioner, “On the approval of the content of the ballots for mayor in 60 municipalities, for May 14, 2023 local government elections” and ” Revocation of these decisions, deciding: Change of the content of the ballot for candidates for mayor in the country’s 61 municipalities, for  May 14, 2023 local government elections”, removing the logo of parties and/or coalitions from the content of the ballot for candidates for mayor”.

At the end of the review, CSC, with a majority of votes decided to reject the request.
