Today, the State Election Commissioner approved the requests of the Albanian Telegraphic Agency (ATSH), “Panorama Group” Company, “Vizion Plus” Television, “Euroneës” Television, “A2 CNN” Television, “BIRN Albania” Center, “Mat Television” Agency of Bulgarian News, (BTA), Anadolu Agency (AA), online media “Bulqiza Ime” and “Saranda Web”, the center “Community Reporters Albania” and the association “Citizens in Democracy”, for observing the elections for the local government bodies of dated May 14, 2023.
The commissioner approved the Order on the implementation of certain rules for the persons present around the voting center and in the outdoor environments where the voting centers are located for the elections for local government bodies on May 14, 2023.
The reports of the public activities of some institutions were evaluated, for the period April 14 – April 20, 2023. At the end of the evaluation, the Commissioner decided not to establish an administrative violation for 4 public institutions that reported exceeding the legal deadline, the Ministry of Culture, the Directorate of Road Transport Services, Sarandë municipality and Libohovë municipality.
At the end of the administrative review of the denunciations for the same period, it was decided to suspend the administrative proceedings against the persons responsible for reporting public activities for the municipalities of Berat, Cërrik, Shkodër, Devoll, Dimal, Belsh, Elbasan, Himare, Mallakastre, Himare, Mallakastre, Fushë. – Arrez, Tirana.
In this session, the draft decision “On the removal of propaganda materials that do not contain the note “Produced under the legal responsibility of …” was reviewed. (followed by the name of the electoral subject). At the end of the review, the Commissioner decided to remove all propaganda materials that do not contain the note “Produced under the legal responsibility of ….” and the Municipal Police and the State Police are charged with their removal. The Municipal Police and the State Police must report to the CEC on the progress of the implementation of this decision, within the date 05.05.2023 until 24:00.
Today, the reports of the election campaign monitors were evaluated until May 2, 2023. At the end of the evaluation, the Commissioner requested to communicate with the electoral subjects about the findings of the monitors and in the next session he will announce the decision-making.
In addition, the complaints of the Coalition for Reforms, Integration and Consolidated Institutions with no. 281 ID to Prrenjas Municipality, with no. 239 ID, 240 ID, 241 ID, 242 ID to Elbasan Municipality, with no. 210 ID to the Belsh Municipality, the denunciations of the deputy of the Parliament of Albania, Albana Vokshi with no. 283 ID to the Local Education Office of Vlorë and the electoral subject Partia Socialiste e Shqipërisë, with no. 256 ID against the Tirana Local Education Office and the electoral subject Partia Socialiste e Shqipërisë, as well as the denunciation of the ” Qëndresa Qytetare” Center with no. 337 to the Council of Ministers. The commissioner will announce the decision at the next public session.
The commissioner announced the decision to denounce the ” Qëndresa Qytetare ” center with no. 229 ID, to the Director of the Vlora Culture and Art Center and the electoral subject “Socialist Party of Albania”. The commissioner decided to suspend the administrative proceedings.
In the meantime, the administrative investigation will continue for the denunciations of the “Civic Attitude” center, with no. 335 ID and 336 ID, to two schools in the municipality of Kukes.
The commissioner reviewed the report of the Audiovisual Media Authority on the coverage of the election campaign by OSMAs for the period April 14-22, 2023.
The SEC decided to draw the attention of OSMAs Tv Gold, Channel 7, Saranda Tv, Tv Berati, Tv Alpo, Bulqiza Tv and Tv Mati, which have not submitted to AMA the daily records for the period 14 – 22 April 2023 and the submission to AMA, of registrations for the aforementioned period and for the following period. The commissioner decided to suspend the broadcast of political advertisements outside the time slots defined by the Electoral Code for the two OSMAs Syri Tv and Shijak Tv. The commissioner decided to draw the attention of OSHMAs to respect the criterion of gender representation in the election campaign.
The denunciation with no. 387 ID of the Socialist Party of Albania to the electoral subject Coalition ” Bashkë Fitojmë”, for placing propaganda material in Kavajë Municipality. At the end of the review, the Commissioner requested communication with the election subjects and will announce the decision-making in the next session.
The vacancy in the Divjaka municipality council was filled, with the candidate from the multi-name list of the Partia Socialiste e Shqipërisë, Mr. Fatjon Filip Lena and the mandate of the deputy of the Assembly of the Republic of Albania was given to the candidate of the multi-name list of the Socialist Party of Albania Mr. Frrok Gjini, Shkodër District.
At the request of the parties, the administrative review of denunciations no. 252 ID, 253 ID, 254 ID and 286 ID, of the deputy Ms. Albana Vokshi to the Chairman of the “Socialist Party of Albania” of Unit no. 11, Tirana was postponed.
