Regulatory Commission approved today some deadlines for local by-elections for Mayor of Kukes Municipality, to be held on September 24, 2023.

Approved deadlines:

1. The Municipality of Kukës and the institutions that report to it, are obliged to report to the CEC, all activities of a public nature that they plan to run from 26.8.2023 to 24.9.2023. The central public institutions, their dependent bodies and their local branches, as well as state agencies and/or enterprises, have the same obligation for activities of a public nature, which they plan to organise from 26.8.2023 to 24.9.2023, in the territory of Kukes Municipality or on behalf of it.

2. The Audiovisual Media Authority monitors OSHMAs regarding the public activities of public institutions stipulated in point 1 of this decision, held from 26.8.2023, from 08:00-00:00 or, depending on the case, until the end of program.
3. The election campaign for the local by elections for mayor of Kukës Municipality starts on 11.9.2023.
4. The Civil Status Office in cooperation with the General Directorate of Civil Status Office, prepares the voters’ lists no later than 16.8.2023. Within 48 (forty-eight) hours from the end of the update, the head of local government unit approves and announces the lists of voters, in compliance with Article 48 of the Electoral Code.
5. The political parties eligible to submit members/secretaries for the CEAZ no. 11, of Kukës Municipality, Kukës Region, for by-elections for mayor, must submit their  proposals to the Central Election Commission, no later than 18.8.2023. The State Commissioner of Elections approves the composition of the CEAZ no later than 21.8.2023.
6. Political parties eligible to submit VCC members, must submit them to the respective CEAZ, no later than 1.9.2023. The CEAZ takes a decision on the appointment of VCC members, no later than 4.9.2023.
7. The political parties eligible to submit members to the BCT must submit them to the CEAZ, no later than 12.9.2023. The CEAZ takes a decision on the appointment of the members of the GNVs, no later than 14.9.2023.
8.  Political parties must submit the request for registration as electoral subjects for by-elections for mayor in the Kukës Municipality to the CEC, no later than 1.9.2023. The CEC returns the documentation for completion within 24 (twenty-four) hours from the submission. The  n  political parties present the corrected documentation within 24 (twenty-four) hours from the moment it is returned. The State Elections Commissioner approves the registration requests within 24 (twenty-four) hours after the documentation is resubmitted.
9. The Initiating Committees must submit the request for registration for local by-elections in the Municipality of Kukës, in CEZAZ no. 11, no later than 1.9.2023. CEAZ returns the documentation for completion within 24 (twenty-four) hours from the submission. The Initiating Committees present the corrected documentation within 24 (twenty-four) hours from the return. CEAZ approves requests for registration within 24 (twenty-four) hours after the documentation is re-submitted.
10. Electoral coalitions must submit to the CEC the request for registration as a coalition for the local by elections in Kukës Municipality no later than 6.9.2023. The State Election Commissioner approves the request for registration as a coalition within 24 (twenty-four) hours.
11. Candidates’ documents are submitted to the CEAZ no. 11, no later than 8.9.2023. The CEAZ verifies them no later than 24 (twenty-four) hours after submission and in case it notices irregularities, it returns them for completion. Completed documents must be resubmitted no later than 24 (twenty-four) hours. CEAZ issues a decision no later than 24 (twenty-four) hours after their resubmission.
12. The request for accreditation of Albanian and foreign observers are submitted to the Central Election Commission no later than 22.9.2023.
13. Requests for accreditation by the electoral subjects running in elections are submitted to the CEAZ no. 11 no later than 22.9.2023.
14. The mayor submits to the CEC the complete list of Voting Centre facilities that meet the conditions provided for in the law, no later than 27.8.2023.
15. The Prefect of Kukës Region submits to the CEC the complete list of facilities within the territory of the Region that meet the criteria provided in the law, regarding ballot counting centers, no later than 27.8.2023.
16. The results of the election polls cannot be published during the last 3 (three) days before the date of the elections, including the date of the elections, until the closing of the polls.
17. The acting Mayor shall designate the public places in the territory municipality, where propaganda materials will be posted by electoral subjects,  no later than 5.9.2023.
