The State Elections Commissioner of Elections, during a public session determined the procedures for post-election review of ballot papers and election materials, for local government elections. 10% of the voting centers will be subject to post-election inspection, which will be randomly selected by the CEC. The political parties, through a consensus, may request that within this threshold, to inspect the ballot boxes instead of those selected by the CEC.

In addition, the following vacancies in the municipal councils were filled: 

1. Malësi e Madhe Municipality Council, with the candidate from the multi-member list of the “New Democratic Spirit” Party, Mrs. Eli Bogaj;
2. Kamez Municipality Council, with the candidate from the multi-member list of the “New Democratic Spirit” Party, Mr. Kapllan Troci;
3. Devoll Municipality Council, with the candidate from the multi-member list of the Coalition “Together we Win”, Mr. Vladimir Kello;
4. Vau i Deja Municipality Council, with the candidate from the multi-member list of “Social Democratic Party”, Mr. Besmir Kapaj;
5. Lezhë Municipality Council, with the candidate from the multi-member list of the “Green Party”, Mr. Emirjon Mali;
6. Sarandë Municipality Council, with the candidate from the multi-member list of the “Socialist Party of Albania”, Mrs. Ilva Qendro.

During today’s session, the results of the in-depth verification of the General Prosecutor’s Office were reviewed for three self-declaring entities, pursuant to Law 138/2015.

The commissioner declared the administrative procedure closed and without a final decision for Mr. Ervin Muharremi, candidate for member of the Klos Municipality Council, proposed by the electoral subject “Conservative Party” and Mr. Fatlind Sokolaj, candidate for member of Municipality Council Tropoje, proposed by “Democratic Party” electoral subject.  Concerning the self-declaring subject Mr. Valter Hasanaj, candidate for member of the Vlorë Municipality Council, Vlorë Region, proposed by the electoral subject “Socialist Party of Albania”, he found that Mr. Hasanaj is not in the conditions of on-eligibility to exercise the public function of municipality council member. 

 Today,  the administrative investigation of the complaint no. 01 was closed, filed by the Organization “Civic Centre” against the Candidate for Kukes Mayor and electoral subject “Socialist Party of Albania” and complaint no. 412, filed by the Organization “Civic Resistance” against the candidate for the Mayor of Has Municipality,  Has Local Education Office, the Director of the 9-year-old school “Sali Hajdari”, for May 14, 2023 local government elections.

The commissioner found no violations were committed and decided to close the administrative investigation.

In this session, the decision was announced on review of complaint no. 409, filed by “Social Justice” Organization against the responsible staff for reporting public activities in the Ministry of Culture, the Municipality of Tirana, the National Theater and the Experimental Theater, for May 14, 2023 local government elections “.

The commissioner found administrative breaches and decided to propose administrative sanctions to CSC- a fine in the amount of 3000 (three thousand) lek against the staff responsible for reporting public activities to the Ministry of Culture.

The review of the draft decisions “On approval of the report of findings from the auditing of funds received and spent by political parties for the calendar year 2021” and “On approval of the report of findings from the audit of funds received and spent by political parties running in local by elections of March 6, 2022” was adjourned for the next session.
