Post-election audit report approved – SEC proposes to CSCS to impose administrative sanctions

The State Election Commissioner approved the report on the key findings of the post-election review process of ballot papers, electoral material and electronic voting and counting devices (PEVN), used in the elections for local government bodies on May 14, 2023 and for the elections for mayor of Kuka on September 24, 2023.

The post-election audit aims to assess the regularity and accuracy of the election administration’s activity, including the counting of votes and the administration of the process for each polling station.

The post-election monitoring process for the May 14 elections took place from November 6 to 26, 2023, where 526 polling stations were verified, representing 10% of the total. For the municipality of Kukës, in the framework of the partial elections for the mayor, the same VCs selected for monitoring in the framework of the general local elections of May 14, 2023, were also subjected to verification for the elections of September 24, 2023.

For the review of ballot papers and voting materials for 526 VCs, 8 review groups were set up, which evaluated and completed the relevant records for information administration.

The data reflected in the relevant inspection minutes were processed and analyzed. As part of the process of analyzing the findings, administrative violations were found.

The commissioner decided to ask the Complaints and Sanctions Commission to impose administrative sanctions on the 28 members of the Vote Counting Groups responsible for the violations found by the inspection.

Also, the Commissioner filled the vacancies created in the Durrës Municipality Council, with the candidate from the multi-name list of the subject “Socialist Party of Albania”, Ms. Periana Kotri and in the Vau-Dejës Municipality Council, with the candidate from the multi-name list of the subject “Socialist Party of Albania”, Mrs. Majlinda Ndreca.
