At the request of the Electoral College, the CEC filed the draft decision on the revised procedural deadlines for the partial elections for the Mayor of Himarë, dated August 4, 2024.

The Electoral College found the proposed deadlines based on the Electoral Code and reflecting the time situation at the time of their drafting, in relation to the date of the elections, reduced and respecting the chronology of actions provided for in the Electoral Code, necessary to guarantee elections.

The Judicial Electoral College, based on Article 158/1/b, of the Electoral Code of the Republic of Albania, by majority vote, approved the procedural deadlines as follows:

1. From 26.7.2024 to 4.8.2024, Himarë Municipality and its dependent institutions are obliged to report to the CEC, all activities of a public nature that they plan to develop. The central public institutions, their dependent bodies, and their local branches, as well as state agencies and/or enterprises, have the same obligation for activities of a public nature, which they plan to develop in this period in the territory of Himar Municipality, or for to.
2. From 26.7.2024, from 08:00 to 00:00, or as the case may be, until the end of the program, the Audiovisual Media Authority monitors OSHMAs for the public activities of public institutions;
3. No later than 19.7.2024, the Mayor in charge submits to the CEC, the complete list of voting center facilities that meet the conditions provided for in the law;
4. No later than 25.7.2024, the Mayor in charge of determining the public places, in the territory of the Himarë Municipality, for the posting of propaganda materials by electoral subjects;
5. No later than 19.7.2024, the political parties, that have the right to submit members to the VCC, must deposit them in the CEAZ no. 88, the CEAZ takes a decision on the appointment of the members of the KVC, no later than 20.7.2024;
6. No later than 24.7.2024, the political parties, that have the right to submit members to the VCC, must deposit them in the CEZ. The CEAZ takes a decision on the appointment of the members of the VCCs, no later than 25.7.2024.
7. No later than 16.00 on 22.7.2024, political parties must submit the request to the CEC, for registration as electoral subjects, for the partial elections for mayor in Himarë Municipality. The CEC returns the documentation to be completed within 8 (eight) hours from delivery. Political parties submit the corrected documentation by 12.00 on 23.7.2024. The State Commissioner of Elections approves the registration requests within 3 (three) hours from resending the corrected documentation.
8. No later than 4:00 p.m. on 22.7.2024, the Initiative Committees must submit the request for registration for the partial elections for Mayor in the Himar Municipality, to the CEAZ. CEAZ returns the documentation for completion within 8 (eight) hours of delivery. The Initiating Committees submit the corrected documentation by 12.00 on 23.7.2024. CEAZ approves registration requests within 3 (three) hours from the resending of the corrected documentation.
9. No later than 12:00 on 24.7.2024, the electoral coalitions must submit to the CEC the request for registration as a coalition for the partial elections for mayor in Himarë Municipality. The CEC returns the documentation for completion within 2 (two) hours of delivery. Political parties submit the corrected documentation by 18.00 on 24.7.2024. The State Election Commissioner approves the registration requests within 3 (three) hours of the resending of the documentation.
10. No later than 4:00 p.m. on 25.7.2024, the candidacy documents shall be submitted to KZAZ. The CEAZ verifies them, no later than 4 (four) hours after submission, and in case it notices irregularities, returns them for completion. Completed documents must be resubmitted no later than 12.00 on 26.7.2024. The CEAZ makes a decision no later than 4 (four) hours after their re-presentation.
11. On 27.7.2024, the election campaign begins;
12. No later than 1.8.2024, requests for accreditation of Albanian observers and foreign observers shall be submitted;
13. No later than 1.8.2024, the requests for accreditation by the electoral subjects participating in the CEAZ shall be submitted.
