The Regulatory Commission reviewed and approved the draft ” On determining the conditions and criteria the qualified staff should meet for the operation of electronic voter identification device at the voting center”. 

The decision provides the conditions and criteria that should be fulfilled by an applicant, an Albanian citizen who is appointed as a technical operator to operate the electronic voters’ identification device (PEI), the procedures for the selection and hiring of the technical operator and the responsibilities of technical operator when providing the service.

The hiring of technical operators is based on the principle of open competition. The State Election Commissioner  publicly announces the call for expressions of interest to all citizens who are willing to provide the service of technical operator to operate electronic voters’ identification device at the voting center.

The technical operator shall vote in the voting center where they are assigned to provide their service. In the local by elections of March 6, 2022, the technical operators shall vote in the voting center where they are assigned , if they are listed in the voters list of the respective municipality.
