During today’s public session, the State Election Commissioner announced the decision to be taken at the end of the administrative inquiry, related to the reporting of public activities in local government elections of May 14, 2023.

The Commissioner decided to drop the administrative proceedings as no violations of the Electoral Code and Decision no.9, dated 24,12,2020, were found, for the following:

1.      The responsible staff for  reporting of public activities in the municipality of  Korçë;
2.       The responsible staff for  reporting of public activities in the municipality of  Patos;
3. The responsible staff for  reporting of public activities in the municipality of   Maliq;
4.      The responsible people for reporting of public activities in the Institution of theDurrës Region Prefecture;
5. The responsible staff for  reporting of public activities in the municipality of Belsh;
6. The responsible staff for  reporting of public activities in the municipality of Kukës;
7. The responsible staff  for  reporting of public activities in the municipality of Gjirokastër;
8. The responsible staff  for  reporting of public activities in the institution of the National Entity of Housing;
9.       The responsible staff for  reporting of public activities in the institution of Competition Authority;
10.  The responsible staff for  reporting of public activities in the municipality of Tiranë;
11. The responsible staff for  reporting of public activities in the municipality of Kavajë;
12. The responsible staff for  reporting of public activities in the municipality of Lushnjë;
13.  The responsible staff for  reporting of public activities in the Ministry of State for Protection of Entrepreneurship;
14. The responsible staff for  reporting of public activities in the Ministry for Standards and Services;
15. The responsible staff for  reporting of public activities in the National Agency of Water Supply and Sewerage and Solid Waste;
16.  Mrs. Ogerta Manastirliu, Minister of Health and Social Protection;
17.  Mr. Gledian Llatja, Mayor of Elbasan;
18. General Director of Elbasan Water Supply and Sewerage,
19. General Director, Power Distribution Operator, Elbasan;
20. Director of Local Education Office, Elbasan;
21. General Director of  Explosive Materials Plant, in Mjekës, Elbasan;
22. General Directorof Regional Directorate of the Health Care Services Operator, Elbasan;
23. General Director of Regional Directorate of Social Security, Elbasan;
24. General Directorof Regional Directorate of Employment and Skills, Elbasan.

In addition, the Commissioner found administrative violations of the Electoral Code and Decision no. 9, dated 24.12.2020 and decided to propose the Commission of Sanctions and Complaints administrative penalties on:

1)      Mr.  Armando Subashi, Mayor of Fier Municipality, with a fine at the amount of  10 (ten) thousand lek;

2)      Mr.  Nuri Belba, Mayor of Prrenjas Municipality,  with a fine at the amount of  10 (ten) thousand lek;;

3)      Mr.. Kastriot Gurra, Mayor of Librazhd Municipality, with a fine at the amount of  10 (ten) thousand lek;

4)      The responsible staff  for  reporting of public activities in the Ministry of Tourism and Environment,  with a fine at the amount of 5,000 ( five thousand) lek;

5)      The responsible staff  for  reporting of public activities in the Municipality of Poliçan, with a fine at the amount of  5 (five) thousand lek;

6)      The responsible staff  for  reporting of public activities in the Municipality of Skrapar, with a fine at the amount of  5 (five) thousand lek;

7)      The  responsible staff  for  reporting of public activities in the Municipality of Roskovec  with a fine at the amount of  5 (five) thousand lek;

8)      The responsible staff  for  reporting of public activities in the Municipality of Lezha, with a fine at the amount of  5 (five) thousand lek;

9)       The responsible staff  for  reporting of public activities in the Municipality of Bulqiza,  with a fine at the amount of  5 (five) thousand lek ;

10)  The responsible staff  for reporting of public activities in the Municipality of Elbasan, with a fine at the amount of  5 (five) thousand lek ;

During this session, the progress of the reporting of public activities of some institutions for March 3 – March 9, 2023 period was evaluated.

At the end of the administrative review, the Commissioner decided that no administrative violations were found and dropped the administrative proceedings against the following institutions: The Prime Minister’s Office, the Ministry of Education and Sports, the Ministry of Health and Social Protection, the Ministry of Tourism and the Environment, the Ministry of Culture, the National Theater of Opera and Ballet and Popular Ensemble, General Directorate of the State Police, Prefect of Elbasan District, Administrative Unit no. 9, Multidisciplinary Community Center, Municipalities of Belsh, Elbasan, Gjirokastër, Gramsh, Kolonje, Korçë, Lezhë, Maliq, Pogradec.

The Commissioner also evaluated the reporting of activities of a public character for March 10-March 16, 2023 period.

During this period, a total of 254 activities are reported by 58 Institutions. Out of them, 32 activities organized by 13 institutions have breached the reporting deadline. So far, nearly 11 institutions have presented their claims. At the end of the review, the Commissioner will rule a Decision. CEC is monitoring on daily basis the reported activities, which have breached the five-day reporting deadline and the activities which can constitute a case of abuse with public resources. So far, 6 activities are prohibited,

Also, it was decided to implement the decision no. 30, dated 21.3.2023, of the Complaints and Sanctions Commission” and the registration of the political party “Progressive Alliance LZHK”, as an electoral subject in the elections for local government bodies on May 14, 2023.
