At the end of preliminary verification of self-declaration forms (decriminalization), pursuant to the law 138/2015 “On guaranteeing the integrity of the individuals who are elected, appointed or exercise public functions”, in the context of evaluation of the content of the statements made by candidates running for May 14, 2023 elections, the State Election Commissioner decided to send for in-depth verification the following candidates:
- Dede Pali, candidate for municipal council member, proposed by the electoral subject “Conservative Party” for the Municipality of Tirana;
- Erin Gjoni, candidate for member of the municipal council, proposed by the electoral subject “Social Democratic Party” for Lezhë Municipality;
- Mark Nika, candidate for member of the municipal council, proposed by the electoral subject “Social Democratic Party” for Lezhë Municipality;
- Dejson Kuqja, candidate for member of the municipal council, proposed by the electoral subject “Democratic Creed Party” for Elbasan Municipality;
- Qazim Bici, candidate for member of the municipal council, proposed by the electoral subject “Justice, Integrity and Unity Party” for Shijak Municipality.
The reporting of public activities of some institutions was evaluated for April 21 – April 27, 2023 period. During this period, 162 activities from 50 institutions were reported, out of which, according to the preliminary verification, 17 activities organised by 8 institutions were reported beyond the legal deadline.
Concerning the above activities, the Commissioner decided to prohibit 7 activities for the Municipality of Maliq, for breaching the reporting deadline and drop the administrative proceedings against the Ministry of Tourism and Environment, the Ministry of Culture, the Minister of State for Protection of Entrepreneurship, Vlora District Council, the municipalities of Kolonja, Korça, Pogradec.
The reporting of public activities was also evaluated for April 28-May 4, 2023 period. During this reporting period, 162 activities were reported from 50 institutions, out of which, according to the preliminary verification, 18 activities organised by 9 institutions were reported beyond the legal deadline. At the end of the review, the Commissioner will issue a decision.
The administrative review was held of the complaints with ID no. 342, 343, 344, 345, 346, filed by MP Ms. Albana Vokshi, complaints with ID no. 348, filed by the Coalition for Reforms, Integration and Consolidated Institutions, the complaints with ID no. 355, ID 356, ID 360, ID 361, ID 362 ID 363, ID filed by Mr. Ivi Kaso, related to April 21 – April 27, 2023 period.
Administrative review for the complaint with ID no. 346, filed by Ms. Albana Vokshi and complaint with ID no. 360, filed by Mr. Ivi Kaso, will continue.
At the end of review of the complains no. 342, no. 343, no. 344, no. 345, no. 348, no. 355, 356, 361, 362, 363 , the Commissioner found no violation and closed the administrative investigation.
During today’s session, the decision was announced on the complaints with ID no. 210, no. 239, no. 240, no. 241, no. 242, filed by the Coalition for Reforms, Integration and Consolidated Institutions, against the mayors of Belsh and Elbasan. The commissioner decided to propose CEC to impose administrative sanctions, a fine of 10,000 ALL on the Mayor of Belsh and a fine of 10,000 ALL on the Mayor of Elbasan.
The Commissioner also ruled Decisions on complaints no. 237 and no. 238 filed by the Coalition for Reforms, Integration and Consolidated Institutions. He found no breaches committed and decided to close the administrative investigation against the mayors of Roskovec and Lushnjë.
Regarding the complaint with ID no. 326, filed by the Coalition for Reform, Integration and Consolidated Institutions (KRIIK), against the Socialist Party of Albania, the Commissioner found no violation and decided to drop the administrative proceedings.
The reporting of the election campaign monitors for May 2 – May 8 2023 monitoring period was also evaluated.
The Commissioner ordered the Municipal Police and the State Police to immediately close the election office of the electoral subject “Socialist Party of Albania” in Tirana Municipality, located in Lapraka, near the voting center in “Aleks Buda” school. It also ordered the Municipal Police and the State Police to immediately remove the propaganda materials, as follows:
- Billboards of the electoral subject “Socialist Party of Albania”, in the main boulevard, Elbasan Municipality;
- Billboard of the electoral subject “Socialist Party of Albania” on 18 Shtatori Boulevard, Gjirokastër Municipality;
- Billboard of the electoral subject “Together We Win” Coalition, at the Roundabout “Kryqezimi i Luleve”, in the direction of Metallurgic Plant, Elbasan Municipality;
- Billboard of the electoral subject “Hashtag Initiative” on 18 shtatori boulevard, Gjirokastër Municipality;
- Billboard of the electoral subject “Social-Democratic Party” in the cross section of “Beqir Luga” Street and “Ali Ndroqi” street, Tirana Municipality
During this session, the report of the Audiovisual Media Authority on the coverage of the election campaign by OSHMAs for the period May 1-May 5 2023, was also reviewed. The commissioner decided to impose administrative penalties, by a fine of 5,000 ALL, for Gold TV, Channel 7 , TV 1 Channel, TV Klaudiana, Saranda TV for not submitting the records of broadcasting to AMA and a fine of 40,000 ALL for Shijak TV, for exceeding the alloted minutes. The SEC ordered the immediate stop of the broadcasting of political advertisements by Shijak TV and Syri TV for “Together We Win” Coalition and the immediate stop of broadcasting of political advertisements by Shijak TV, Fax News, Syri Tv, Klan Plus, Vizion Plus, TV Bulqiza beyond the alloted time.
