CSC revealuates ballots for Mayor of Rrogozhinë Municipality

The Commission of Sanctions and Complaints resumed the review of the complaint no. 76, filed by the complainant “Together we Win” Coalition with object “Appeal to the decision no. 533, dated 18.05.2023 “On approval of the Aggregate Table of Results for the election of Mayor of Belsh, in local government elections of May 14, 2023″. Recounting and revaluation of ballots in all voting centers of the electoral unit, Belsh Municipality and approval of the aggregate table for the Belsh Municipality electoral zone, including in it the result obtained from the recount and revaluation of votes. Invalidity of  elections held in VC no. 2565/01 IEVP  Kosova Prison, of the electoral area Belsh Municipality. Changing the Aggregate table of the result for the candidates for mayor of Belsh, not including the result of  Voting Center no. 2565/01 IEPP Kosova Prison. The announcement of Mr. Bedri Qypi as the winning candidate for the elections for the mayor of Belsh Municipality”.

With a majority of votes, CSC decided to dismiss the request of the complaining party for the revaluation and recount of votes in all voting centers for the municipality of Belsh. In addition, pursuant to Article 136, item 3 of the Electoral Code, for the purpose of administrative review of complaint no. 76, CSC members, Mr. Elvis Cefa and Mr. Ledio Braho requested from the CEC to submit as evidence all the boxes of voting centers for elections for mayor of CEAZ no. 45, Belsh Municipality and reevaluation of all ballots. The re-evaluation of the ballots will take place on Tuesday, 06.06.2023 at 13:30.

The review of complaint no. 85, dated 24.05.2023, continued today, filed by the complainant “Together We Win” Coalition, with the object “Appeal to Decision no.539, dated 20.05.2023 “On  approval of the Aggregate Table of Results for the election of mayor and Municipal Council, in Elbasan Municipality Electoral Zone, for Local Government elections of May 14, 2023″; Computer expertise of each electronic equipment that is equipped with a server for storing electronic data. This should be done by foreign experts independent of state institutions or the Central Election Commission. For this, it is necessary that the equipment be stored in appropriate conditions in the current state in order to avoid tampering with, from unauthorized individuals and protect it from atmospheric agents. 3. Comparison of electronic result of elections with the physical result (ballots found in the box) for each voting center. For this, a process as transparent and comprehensive as possible is required. 4. Examining the external cameras and those used inside the voting centers in order to identify all unauthorized persons or those who are part of  local and central administration at the specialist or management level, who have been present in the voting centers the whole time, identifying the relevant unsigned statements for the voters who were assisted, the identification of voting by the PEVN Operators, identification of the voting of commissioners on behalf of the voters. 5. Comparison of voter codes with the list of voters for each VC in Elbasan Municipality, in relation to the voter identification device (PED). 5. Recounting and revaluation of votes in all voting centers of the electoral unit, Elbasan Municipality and approval of the summary table for Elbasan Municipality electoral zone, including in it the result obtained from the recount and revaluation of votes; 7. the validity of the elections held in the Elbasan Municipality electoral zone; and finally, after the above actions have been carried out and you have the institutional judgment that this is not the vote of the citizens”.

After the inspection of the ballots of three voting centers, no. 2373/01, no. 2481/01 and no. 2483/ it resulted that the data emerged from the recounting are consistent with the result of electronic voting system transmitted by electronic voting and counting devices (PEVN). The review of complaint will resume on Wednesday, on 07.06.2023, on 11.00 hrs. 

CSC also continued the review of complaint no. 80, dated 23.05.2023, filed by the electoral subject Coalition “Together we Win” Coalition, with object “Appeal to Decision no. 531, dated 18.05.2023 “On approval of the Aggregate Table of Results for the candidates for mayor of Rrogozhinë Municipality and the Approval of the new Aggregate Table after the Recounting and Reevaluation of ballots in all voting centers of the electoral zone Rrogozhinë Municipality”.

 After the inspection of ballots for the 55 VCs of the Rrogozhin Municipality, it was found that: out of a total of 10,237 valid ballots- 273 invalid ballots; the candidate proposed by the “Socialist Party of Albania”, Mr. Edison Memolla – received 5129 votes and the candidate proposed by  Together we Win” coalition, Mr. Shkëlqim Hoxha 5108 votes.

 At the end of the review, CSC, decided with an intermediate decision to approve the Aggregate Table of Results (TPR) for the mayor of Rrogozhinë, according to the assessment by the CEC, during the review session of the CSC. The Commission of Sanctions and Complaints will reach a decision on Tuesday, on 06.06.2023, at 12.15.
